Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1233 by Hancock (relating to information regarding perinatal palliative care; creating an administrative penalty.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. This analysis assumes that the Health and Human Services Commission (HHSC) would implement the requirements of this bill in collaboration with the Department of State Health Services (DSHS). This analysis assumes HHSC and DSHS could absorb any costs associated with the bill using existing agency resources.If HHSC delegates DSHS its responsibilities under the bill, DSHS has indicated it would need additional staff resources including a Program Specialist V position to create information material, coordinate with HHSC and the Palliative Care Interdisciplinary Advisory Council for the perinatal palliative providers and programs list, and to manage perinatal palliative care informational material distribution and updates; and a Research Specialist V position to create and update the geographic index. Additionally, DSHS has indicated a one-time licensing fee need to develop the geographic index.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
