Fiscal Analysis
The bill would amend the Parks and Wildlife Code as it relates to consolidating certain nonresident hunting licenses to remove the Non-Resident Spring Turkey license, the Non-Resident Annual Special Hunting license and the Non-Resident Banded Bird hunting license from the portfolio of hunting license available for non-residents.
Methodology
Based on analysis from the Texas Parks and Wildlife (TPWD) and the Comptroller of Public Accounts, it is assumed that a revenue gain in General Revenue-Dedicated Game, Fish, and Water Safety Account No. 9 (GR-D 9) of $1,082,787 would be realized each fiscal year due to the enactment of the bill. The following information was provided by TPWD:In fiscal year 2024, TPWD issued 5,927 Non-Resident Spring Turkey licenses at $126 each for a total of $746,802 in revenue collections. Under the provisions of the bill, those buyers would need to purchase the General Non-Resident Hunting license at $315 in order to participate in the same activity. TPWD assumes an equal number of buyers would switch and that this would generate gross revenue collections of $1,867,005 each fiscal year resulting in a net revenue gain of $1,120,203.In fiscal year 2024, TPWD issued 2,423 Non-Resident Annual Special Hunting licenses at $132 each for a total of $319,836 in revenue collections. TPWD assumes an equal number of buyers would switch to the Five-Day Special Hunting License at $48. TPWD also assumes that an equal number of buyers would switch and also purchase two 5-Day licenses in the year with the enactment of the bill, generating a revenue collection of $232,608 each fiscal year resulting in a net revenue loss of $87,228.In fiscal year 2024, TPWD issued 2,372 Non-Resident Banded Bird licenses at $27 each for a total of $64,044 in revenue collections. TPWD assumes that an equal number of buyers would switch and purchase one Five-Day Special Hunting License at $48 as an alternative and that this would generate a total of $113,856 in revenue collections each fiscal year resulting in a net revenue gain of $49,812.Based on information provided by TPWD, it is assumed that any costs associated with the bill could be absorbed using existing resources.
