                    BILL ANALYSIS        Senate Research Center   S.B. 2124     89R10532 DRS-D   By: Zaffirini         Water, Agriculture and Rural Affairs         4/2/2025         As Filed          AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Texas Groundwater Protection Committee (TGPC) is responsible for coordinating state agency actions to protect groundwater quality and terrestrial and aquatic life. TGPC is statutorily required to "publish, not later than April 1 of each year, a joint groundwater monitoring and contamination report covering the activities and findings of the committee made during the previous calendar year."   The report requires agency programs to close out calendar year activities and gather and analyze significant volumes of data. TGPC must then combine all agency program data and conduct further analysis. Quality assurance and control are important components of the process.   As proposed, S.B. 2124 amends current law relating to publication of the Texas Groundwater Protection Committee's annual report.   [Note: While the statutory reference in this bill is to the Texas Natural Resource Conservation Commission (TNRCC), the following amendments affect the Texas Commission on Environmental Quality (TCEQ), as the successor agency to TNRCC.]   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 26.406(c), Water Code, to require the Texas Groundwater Protection Committee (TGPC), in conjunction with the Texas Natural Resource Conservation Commission, to publish not later than June 1, rather than April 1, of each year a joint groundwater monitoring and contamination report covering the activities and findings of TGPC made during the previous calendar year.    SECTION 2. Effective date: September 1, 2025.
