                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 13, 2025       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB2225 by Hancock (Relating to the creation of a spirit cooler certificate; authorizing a fee.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would create a new spirit cooler certificate to allow the sale of spirit coolers as defined in the bill. The certificate would only be issued to the holders of certain pre-existing permits. The fee for the new permit would be set by the Texas Alcoholic Beverage Commission (TABC) at a level sufficient to recover the cost of issuing the certificates. According to the Comptroller of Public Accounts and TABC, because the fee for the new permit and the number of potential eligible permit holders that would apply for the new certificate is unknown, the exact fiscal impact to state revenue cannot be determined.According to TABC, the Alcohol Industry Management System (AIMS) would require an update to accommodate the new spirit cooler certificate. The agency's Enterprise Data Solution (EDS) would also require an update for business analytics and reporting purposes. The agency does not anticipate any ongoing costs relating to the bill's requirements.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
