The bill would require political subdivisions to submit an annual report to TDHCA containing information about certain multifamily residential developments. Methodology Based on analysis from TDHCA, the agency would require 2.0 additional FTEs to implement the bill's provisions. The agency would need 1.0 Information Technology Business Analyst I position with an annual salary of $70,662 and benefits of $21,143 to manage the daily operations of the database. The agency would need 1.0 Programmer III with an annual salary of $85,200 and benefits of $25,492 to build and maintain a web application that would allow political subdivisions to submit the required report and allow the public to access the information. The agency would require $4,180 each fiscal year for other operating expenses associated with the additional FTEs. TDHCA would expand the agency's Central Database infrastructure to accommodate the new database rather than develop a new system. Technology Based on analysis from TDHCA, the agency would require two new servers to support the new database module, at a one-time cost of $90,000 in fiscal year 2026. The agency would require $5,500 for one-time costs in fiscal year 2026 for computers and software for the 2.0 additional FTEs. The agency would require $35,000 for one-time costs in fiscal year 2026 for initial cybersecurity penetration testing of the new module. Local Government Impact There could be an impact to political subdivisions related to compiling and submitting the required reports to TDHCA.
