 A BILL TO BE ENTITLED
 AN ACT
 relating to requiring the Texas Commission on Law Enforcement to
 study and report on incidents of racial profiling.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter D, Chapter 1701, Occupations Code, is
 amended by adding Section 1701.171 to read as follows:
 Sec. 1701.171.  STUDY AND REPORT. (a)  The commission shall
 study incidents of racial profiling by peace officers in this state
 and, not later than December 1, 2026, report to the legislature
 recommendations on model policies that may be adopted by a law
 enforcement agency that the commission believes would
 substantially reduce or eliminate incidents of racial profiling by
 the peace officers of the law enforcement agency.
 (b)  To the extent practicable, the commission shall use the
 incident-based data submitted to the commission under Article
 2B.0055, Code of Criminal Procedure, in the study required by
 Subsection (a).
 (c)  This section expires January 1, 2027.
 SECTION 2.  This Act takes effect September 1, 2025.
