                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 4, 2025       TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB249 by Flores (relating to memorial markers for certain officers killed in the line of duty.), Committee Report 1st House, Substituted     The fiscal impact to the state cannot be determined because the amount and timing of legislative appropriations of General Revenue Funds for the construction and installation of highway memorial signs authorized by the bill is unknown.The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would authorize the Texas Department of Transportation (TxDOT) to use money appropriated from the General Revenue Fund to design, construct, and erect a memorial marker required under Transportation Code, Chapter 225, Subchapter B, designating part of the highway system for a law enforcement or peace officer killed in the line of duty. The bill would take effect on September 1, 2025.TxDOT reports that the estimated cost per pair of memorial highway signs ranges from approximately $3,600 to $50,000. The bill would authorize TxDOT to construct and install these markers using General Revenue Funds if appropriated to the department for that purpose. Because the amount and timing of legislative appropriations to TxDOT for this purpose is unknown, the fiscal impact to the State cannot be determined.
