BILL ANALYSIS Senate Research Center C.S.S.B. 2786 89R23402 AND-F By: Creighton Education K-16 4/10/2025 Committee Report (Substituted) AUTHOR'S / SPONSOR'S STATEMENT OF INTENT C.S.S.B. 2786 amends current law relating to the exemption from the assessment requirements of the Texas Success Initiative for certain students who are public officers or employees. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.332, Education Code, as follows: Sec. 51.332. APPLICABILITY. Provides that Subchapter F-1 (Texas Success Initiative) does not apply to: (1)-(4) makes no changes to these subdivisions; (5)-(6) makes nonsubstantive changes to these subdivisions; (7) a student who is certified as an emergency medical technician under Chapter 773 (Emergency Medical Services), Health and Safety Code, and employed by a political subdivision; (8) a student who is included as fire protection personnel by Section 419.021 (Definitions), Government Code; or (9) a student who is elected, appointed, or employed to serve as a peace officer described by Article 2A.001 (Peace Officers Generally), Code of Criminal Procedure, or other law. SECTION 2. Provides that the changes in law made by this Act applies beginning with the assessment of entering undergraduate students at public institutions of higher education for the 2025 fall semester. Provides that the assessments of an entering undergraduate student for an academic term before that semester is covered by the law in effect before the effective date of this Act, and that law is continued in effect for that purpose. SECTION 3. Effective date: upon passage or September 1, 2025.
