 A BILL TO BE ENTITLED
 AN ACT
relating to the Texas Music Incubator Program.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 485.045, Government Code, is amended to
 read as follows:
 (a) After reviewing applications for a rebate under the
program, the office shall grant rebates to eligible music venues
and music festival promoters that the office determines provide or
have committed to provide the most economic benefit to the
communities in which the music venues are located or the festivals
are held, as applicable, and to the Texas music industry, including
 live music performers.
 (b) The office is not required to act on any grant
application and may deny an application because of inappropriate
content or content that portrays Texas or Texans in a negative
fashion, as determined by the office. In determining whether to act
on or deny a grant application, the office shall consider general
standards of decency and respect for the diverse beliefs and values
 of the citizens of Texas.
[(b)] (c) As directed by the office, the comptroller shall
issue a warrant for a rebate granted by the office under this
section drawn on the Texas music incubator account.
SECTION 2. This Act takes effect September 1, 2025.
