                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             March 21, 2025       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB508 by Bettencourt (Relating to preparing and delivering precinct election returns; increasing a criminal penalty.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would authorize, but would not require, the Secretary of State (SOS) to supervise the activities needed to complete a precinct count and would increase certain criminal penalties.According to the SOS, the costs related to the bill cannot be determined at this time because the agency cannot forecast the amount of supervision that could be required in a future election.  It is assumed that any costs related to such supervision could be absorbed within existing resources.According to the Office of Court Administration, no significant fiscal impact to the state court system is anticipated.It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
