                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             March 30, 2025       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB517 by Middleton (Relating to criminal offenses applicable to and authorized uses of gambling devices, including eight-liners.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the definition of gambling device and expand the definition of thing of value in order to clarify certain behaviors constituting the offenses of gambling and possession of gambling device, equipment, or paraphernalia, and would add certain defenses to the offense of gambling. The bill would repeal the authority of counties to regulate game rooms, rescinding their licensing and inspection, the imposition of fees, and the applicability of certain civil and criminal penalties.It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
