The bill would amend the definition of gambling device and expand the definition of thing of value in order to clarify certain behaviors constituting the offenses of gambling and possession of gambling device, equipment, or paraphernalia, and would add certain defenses to the offense of gambling. The bill would repeal the authority of counties to regulate game rooms, rescinding their licensing and inspection, the imposition of fees, and the applicability of certain civil and criminal penalties.It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant. Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
