                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             February 26, 2025       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB666 by Hughes (Relating to the age at which a person may purchase or possess nitrous oxide.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require a business establishment that sells an abusable volatile chemical at retail to display a sign specifying that the sale of nitrous oxide to a person under 21 years of age is punishable in certain circumstances as a state jail felony. The bill would also expand conduct constituting the criminal offense of delivery of an abusable volatile chemical to a minor.The Office of Court Administration indicates that no significant fiscal impact is anticipated.It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
