                    BILL ANALYSIS        Senate Research Center   S.B. 705     89R5468 AND-F   By: Zaffirini         Business & Commerce         4/23/2025         As Filed          AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Texas Department of Licensing and Regulation has a professional, dedicated team that runs advisory board meetings, but current code requires the Air Conditioning and Refrigeration Contractors Advisory Board to include two ex-officio, nonvoting members. These ex-officio board members are largely ceremonial, antiquated positions that were traditionally filled by the Texas Department of Licensing and Regulation executive director and the chief administrator, but these positions are no longer needed.    Accordingly, S.B. 705 would streamline the Air Conditioning and Refrigeration Contractors Advisory Board by removing the requirement for two ex-officio members.    As proposed, S.B. 705 amends current law relating to the air conditioning and refrigeration contractors advisory board.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1302.201, Occupations Code, as follows:   Sec. 1302.201. ADVISORY BOARD MEMBERSHIP. Deletes existing text providing that the air conditioning and refrigeration contractors advisory board includes two ex officio nonvoting members among its membership.    SECTION 2. Amends Section 1302.205(a), Occupations Code, to provide that the terms of three, rather than the terms of two, appointed members of the Air Conditioning and Refrigeration Contractors Advisory Board expire on February 1 of each odd-numbered year.    SECTION 3. Repealer: Section 1302.203 (Ex Officio Members), Occupations Code.    SECTION 4. Effective date: September 1, 2025.
