Without clear data, state leaders struggle to make informed policy decisions that address the costs and consequences of illegal immigration. As a border state, Texas faces a disproportionate burden from immigration-related expenses, such as law enforcement, healthcare, education, and infrastructure strain. S.B. 825 directs the Texas Department of Public Safety (DPS) to conduct an annual study assessing the economic, environmental, and financial impact of illegal immigration in Texas. The study will evaluate state and local expenditures, infrastructure effects, healthcare and educational costs, and broader economic impacts. DPS may collaborate with state or federal agencies, political subdivisions, institutions of higher education, nonprofit organizations, or private entities to conduct the study. Findings will be compiled into a report, which must be submitted to the governor, lieutenant governor, and legislature by September 1 of each year. As proposed, S.B. 825 amends current law relating to an annual study on the economic, environmental, and financial impact of illegal immigration in this state. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter A, Chapter 411, Government Code, by adding Section 411.02091, as follows: Sec. 411.02091. ANNUAL IMMIGRATION IMPACT STUDY. (a) Requires the Department of Public Safety of the State of Texas (DPS) to conduct an annual study on the economic, environmental, and financial impact of illegal immigration in this state. (b) Authorizes DPS to collaborate or contract with a state or federal agency, a political subdivision, an institution of higher education, or a nonprofit organization or other private entity to assist in conducting the study required by this section. (c) Requires DPS, not later than September 1 of each year, to prepare and submit a report to the governor, lieutenant governor, and legislature containing the results of the study conducted under this section. SECTION 2. Effective date: September 1, 2025.
