 R E S O L U T I O N
 WHEREAS, Heather Keister of Lubbock was named the 2024
 Engineer of the Year by the South Plains Chapter of the Texas
 Society of Professional Engineers; and
 WHEREAS, The highest honor given to a TSPE member, this
 prestigious accolade recognizes an individual whose work has
 advanced the engineering profession while making a meaningful
 difference in their community; and
 WHEREAS, Ms. Keister has more than two decades of experience
 in civil engineering, and she has specialized in stormwater,
 transportation, infrastructure, planning, and development; in
 2013, she helped to establish the Freese and Nichols office in
 Lubbock, and under her able leadership, the engineering, planning,
 and consulting firm has played an instrumental role in numerous
 infrastructure projects in West Texas and has expanded its presence
 in the region; and
 WHEREAS, Over the course of her tenure with Freese and
 Nichols, Ms. Keister has been involved in projects such as the City
 of Lubbock road bond program, for which she spearheaded the citizen
 committee, and she led the development of the 2023 Upper Brazos
 Regional Flood Plan; and
 WHEREAS, Ms. Keister has served on committees and boards for
 Lubbock Area United Way, the Lubbock Chamber of Commerce, the City
 of Lubbock, the TSPE South Plains Chapter, Leadership Lubbock, and
 the Texas Chapter of the American Public Works Association; she has
 further distinguished herself as a trusted mentor to engineering
 students, and she has delivered a number of presentations at Texas
 Tech University; among her many honors, she was named the 2024
 Businessperson of the Year by the Lubbock Chamber of Commerce; and
 WHEREAS, Heather Keister's dedication, expertise, and
 commitment to excellence have greatly benefited her fellow Texans
 and earned her the respect and admiration of her peers, and she may
 indeed reflect with pride on her accomplishments; now, therefore,
 be it
 RESOLVED, That the Senate of the 89th Texas Legislature
 hereby congratulate Heather Keister on being named the 2024
 Engineer of the Year by the South Plains Chapter of the Texas
 Society of Professional Engineers and extend to her sincere best
 wishes for continued success; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Ms. Keister as an expression of high regard by the
 Texas Senate.
