A BILL 
To provide for no net increase in the total acreage of certain 
Federal land under the jurisdiction of the Bureau of 
Land Management, the National Park Service, the 
United States Fish and Wildlife Service, or the Forest 
Service, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Acre In, Acre Out 4
Act’’. 5

SEC. 2. NO NET INCREASE IN CERTAIN FEDERAL LANDS. 1
(a) I
NGENERAL.—For acquisition of land by the 2
Secretary of the Interior or the Secretary of Agriculture 3
that would result in a net increase of total land acreage 4
under the jurisdiction of the National Park Service, the 5
United States Fish and Wildlife Service, the Bureau of 6
Land Management, or the Forest Service, the Secretary 7
concerned shall offer for sale an equal number of acres 8
of Federal land that is under the same jurisdictional sta-9
tus. 10
(b) E
XEMPTIONS.—Subsection (a) shall not apply to 11
easements acquired— 12
(1) by the Secretary of the Interior to facilitate 13
management of Federal lands; or 14
(2) by the Secretary of Agriculture to facilitate 15
management of Federal lands. 16
(c) C
ONSIDERATION.— 17
(1) I
N GENERAL.—Land sold pursuant to sub-18
section (a) shall be offered for sale— 19
(A) at fair market value (based on local 20
comparable sales); and 21
(B) at a price that is reduced by 10 per-22
cent each month if the land is not sold or under 23
contract to be sold by the date that is 6 months 24
after the land was first offered for sale. 25

(2) EXCEPTION.—Time periods during which 1
land is under contract for sale or withdrawn from 2
the market shall not be counted for the purposes of 3
price reduction under paragraph (1)(B). 4
(d) E
XISTINGRIGHTS.—The sale of Federal lands 5
pursuant to this section shall be subject to valid existing 6
rights. 7
(e) P
ROCEEDS OFSALE OFLANDS.—All net proceeds 8
from the sale of Federal lands pursuant to this section 9
shall be deposited directly into the Treasury for reduction 10
of the public debt. 11
