AN ACT
To prohibit individuals who are not citizens of the United
States from voting in elections in the District of Colum-
bia and to repeal the Local Resident Voting Rights
Amendment Act of 2022.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. PROHIBITING VOTING BY NONCITIZENS IN DIS-1
TRICT OF COLUMBIA ELECTIONS. 2
An individual who is not a citizen of the United 3
States may not vote in an election for public office in the 4
District of Columbia or in any ballot initiative or ref-5
erendum in the District of Columbia. 6
SEC. 2. REPEAL OF LOCAL RESIDENT VOTING RIGHTS 7
AMENDMENT ACT OF 2022. 8
The Local Resident Voting Rights Amendment Act 9
of 2022 (D.C. Law 24–242) is repealed, and any provision 10
of law amended or repealed by such Act shall be restored 11
or revived as if such Act had not been enacted into law. 12
