To provide for the development of a plan to increase oil
and gas production under oil and gas leases of Federal
lands under the jurisdiction of the Secretary of Agri-
culture, the Secretary of Energy, the Secretary of the
Interior, and the Secretary of Defense in conjunction
with a drawdown of petroleum reserves from the Stra-
tegic Petroleum Reserve.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Strategic Production 2
Response Act’’. 3
SEC. 2. COMPENSATORY PRODUCTION INCREASE PLAN. 4
Section 161 of the Energy Policy and Conservation 5
Act (42 U.S.C. 6241) is amended by adding at the end 6
the following new subsection: 7
‘‘(k) P
LAN.— 8
‘‘(1) I
N GENERAL.—Except in the case of a se-9
vere energy supply interruption described in sub-10
section (d), the Secretary may not execute the first 11
drawdown of petroleum products in the Reserve 12
after the date of enactment of this subsection, 13
whether through sale, exchange, or loan, until the 14
Secretary has developed a plan to increase the per-15
centage of Federal lands (including submerged lands 16
of the Outer Continental Shelf) under the jurisdic-17
tion of the Secretary of Agriculture, the Secretary of 18
Energy, the Secretary of the Interior, and the Sec-19
retary of Defense leased for oil and gas production 20
by the same percentage as the percentage of petro-21
leum in the Strategic Petroleum Reserve that is to 22
be drawn down in that first and subsequent 23
drawdowns, subject to the limitation under para-24
graph (2). 25

‘‘(2) LIMITATION.—The plan required by para-1
graph (1) shall not provide for a total increase in 2
the percentage of Federal lands described in para-3
graph (1) leased for oil and gas production in excess 4
of 10 percent. 5
‘‘(3) C
ONSULTATION.—The Secretary shall pre-6
pare the plan required by paragraph (1) in consulta-7
tion with the Secretary of Agriculture, the Secretary 8
of the Interior, and the Secretary of Defense.’’. 9
