To require retailers who offer products for purchase through 
an internet website or a mobile application to disclose 
on such website or application the country of origin 
for each product offered for sale. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Country of Origin La-4
beling Requirement Act’’. 5

SEC. 2. COUNTRY OF ORIGIN DISCLOSURE REQUIREMENTS 1
FOR PRODUCTS SOLD ON RETAIL WEBSITES 2
AND MOBILE APPLICATIONS. 3
(a) D
ISCLOSUREREQUIREMENT.—Any person that 4
operates an internet website or a mobile application and 5
that sells or offers for sale, at retail, any product through 6
such website or application, shall disclose on such website 7
or application, in a clear and conspicuous manner, the 8
country in which such product was manufactured or fi-9
nally assembled. 10
(b) E
XCLUSION.—The requirements in subsection (a) 11
shall not be construed to apply to any individual who uses 12
an internet website or a mobile application operated by 13
another person to sell or offer for sale any product. 14
SEC. 3. ENFORCEMENT BY THE FEDERAL TRADE COMMIS-15
SION. 16
(a) U
NFAIR ORDECEPTIVEACTS ORPRACTICES.— 17
A violation of section 2(a) shall be treated as a violation 18
of a regulation under section 18(a)(1)(B) of the Federal 19
Trade Commission Act (15 U.S.C. 57a(a)(1)(B)) regard-20
ing unfair or deceptive acts or practices. 21
(b) P
OWERS OF THE COMMISSION.—The Federal 22
Trade Commission shall enforce section 2(a) in the same 23
manner, by the same means, and with the same jurisdic-24
tion, powers, and duties as though all applicable terms and 25
provisions of the Federal Trade Commission Act (15 26

U.S.C. 41 et seq.) were incorporated into and made a part 1
of this Act. Any person who violates such section shall be 2
subject to the penalties and entitled to the privileges and 3
immunities provided in the Federal Trade Commission 4
Act. 5
(c) E
FFECT ONOTHERLAWS.—Nothing in this Act 6
shall be construed in any way to limit or affect the author-7
ity of the Federal Trade Commission under any other pro-8
vision of law. 9
