A BILL 
To preserve knowledge and promote education about jazz 
in the United States and abroad. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘National Jazz Preser-4
vation, Education, and Promulgation Act of 2023’’. 5
SEC. 2. NATIONAL JAZZ PRESERVATION PROGRAM. 6
(a) E
STABLISHMENT.—There is established a Na-7
tional Jazz Preservation Program, to be carried out by 8
the Secretary of the Smithsonian Institution through the 9

Director of the National Museum of American History 1
and in collaboration with other Smithsonian museums, to 2
preserve knowledge and promote education about jazz. 3
(b) P
ROGRAMCOMPONENTS.—Under the National 4
Jazz Preservation Program, the Secretary of the Smithso-5
nian Institution shall— 6
(1) record audio and video interviews with lead-7
ing jazz artists; 8
(2) acquire and preserve jazz artifacts, and in-9
terpret the artifacts through activities such as exhi-10
bitions and performances by the Smithsonian Jazz 11
Masterworks Orchestra; 12
(3) continue to recognize Jazz Appreciation 13
Month; 14
(4) establish, with governmental agencies, uni-15
versities, museums, and community-based organiza-16
tions with jazz archival collections, collaborative 17
agreements for the sharing of jazz artifacts; and 18
(5) encourage, consult with, and engage in ca-19
pacity building with community-based and regional 20
organizations with the potential to establish jazz ar-21
chival collections. 22
(c) A
UTHORIZATION OF APPROPRIATIONS.—There is 23
authorized to be appropriated to carry out this section 24

$2,000,000 for each of fiscal years 2022 through 2024, 1
to remain available until expended. 2
SEC. 3. JAZZ EDUCATION IN ELEMENTARY AND SEC-3
ONDARY SCHOOLS. 4
Section 4107(a)(3) of the Elementary and Secondary 5
Education Act of 1965 (20 U.S.C. 7117(a)(3)) is amend-6
ed— 7
(1) in subparagraph (I), by striking ‘‘or’’ at the 8
end; 9
(2) by redesignating subparagraph (J) as sub-10
paragraph (K); and 11
(3) by inserting after subparagraph (I) the fol-12
lowing: 13
‘‘(J) programs to promote jazz education, 14
which may include— 15
‘‘(i) a Jazz Artists in the Schools pro-16
gram to provide support for State arts 17
agencies to bring jazz artists to elementary 18
and secondary schools in collaboration with 19
local educational agencies; 20
‘‘(ii) a program for— 21
‘‘(I) the development by jazz art-22
ists and educators of lesson plans and 23
other educational materials about 24
jazz; 25

‘‘(II) the distribution of such 1
educational materials by organizations 2
that may include the National Endow-3
ment for the Arts, educational institu-4
tions, State and local arts and cul-5
tural organizations, or nonprofit orga-6
nizations; and 7
‘‘(III) teacher training on jazz 8
education by jazz artists and edu-9
cators; and 10
‘‘(iii) an Ambassadors of Jazz pro-11
gram to send jazz musicians, and jazz or-12
chestras from secondary schools, abroad to 13
perform for diverse audiences on missions 14
of goodwill, education, and cultural ex-15
change, in collaboration with the Secretary 16
of State; or’’. 17
SEC. 4. NATIONAL JAZZ APPRECIATION PROGRAM. 18
(a) E
STABLISHMENT.—There is established a Na-19
tional Jazz Appreciation Program, to be carried out by 20
the Secretary of the Smithsonian Institution through the 21
Director of the National Museum of American History 22
and in collaboration with other Smithsonian museums and 23
affiliates, the National Endowment for the Arts, and the 24

National Endowment for the Humanities, to further the 1
appreciation of jazz music throughout the Nation. 2
(b) P
ROGRAMCOMPONENTS.—Under the National 3
Jazz Appreciation Program, the Secretary of the Smithso-4
nian Institution shall establish a series of jazz perform-5
ances at Smithsonian affiliates throughout the Nation that 6
provides broad geographic access to jazz and supports 7
public appreciation for the diversity of jazz music. 8
(c) A
UTHORIZATION OF APPROPRIATIONS.—There is 9
authorized to be appropriated to carry out this section 10
$1,000,000 for each of fiscal years 2022 through 2024, 11
to remain available until expended. 12
