To prohibit the United States Government from recognizing
the Russian Federation’s claim of sovereignty over any
portion of the sovereign territory of Ukraine, and for
other purposes.
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Non-Recognition of 4
Russian Annexation of Ukrainian Territory Act’’. 5

SEC. 2. PROHIBITION AGAINST UNITED STATES RECOGNI-1
TION OF THE RUSSIAN FEDERATION’S CLAIM 2

(a) S
TATEMENT OFPOLICY.—It is the policy of the 5
United States not to recognize the Russian Federation’s 6
claim of sovereignty over any portion of the internationally 7
recognized territory of Ukraine, including its airspace and 8
its territorial waters. 9
(b) P
ROHIBITION.—In accordance with subsection 10
(a), no Federal department or agency may take any action 11
or extend any assistance that implies recognition of the 12
Russian Federation’s claim of sovereignty over any portion 13
of the internationally recognized territory of Ukraine, in-14
cluding its airspace and its territorial waters. 15
