SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Energy Cybersecurity 4
University Leadership Act of 2023’’. 5

SEC. 2. ENERGY CYBERSECURITY UNIVERSITY LEADER-1
SHIP PROGRAM. 2
(a) P
ROGRAM.— 3
(1) E
STABLISHMENT.—The Secretary of En-4
ergy shall establish an Energy Cybersecurity Univer-5
sity Leadership Program (referred to in this section 6
as the ‘‘Program’’) to carry out the activities de-7
scribed in paragraph (2). 8
(2) P
ROGRAM ACTIVITIES.—The Secretary of 9
Energy shall— 10
(A) provide financial assistance, on a com-11
petitive basis, for scholarships, fellowships, and 12
research and development projects at institu-13
tions of higher education to support graduate 14
students and postdoctoral researchers pursuing 15
a course of study that integrates cybersecurity 16
competencies within disciplines associated with 17
energy infrastructure needs; 18
(B) provide graduate students and 19
postdoctoral researchers supported under the 20
Program with research traineeship experiences 21
at National Laboratories and utilities; and 22
(C) conduct outreach to historically Black 23
colleges and universities, Tribal Colleges or 24
Universities, and minority-serving institutions. 25

(b) REPORT.—Not later than one year after the date 1
of the enactment of this Act, the Secretary of Energy shall 2
submit to the Committee on Science, Space, and Tech-3
nology of the House of Representatives and the Committee 4
on Energy and Natural Resources of the Senate a report 5
on the development and implementation of the Program. 6

EFINITIONS.—In this section: 7
(1) D
EPARTMENT.—The term ‘‘Department’’ 8
means the Department of Energy. 9
(2) H
ISTORICALLY BLACK COLLEGE AND UNI -10
VERSITY.—The term ‘‘historically Black college and 11
university’’ has the meaning given the term ‘‘part B 12
institution’’ in section 322 of the Higher Education 13
Act of 1965 (20 U.S.C. 1061). 14
(3) I
NSTITUTION OF HIGHER EDUCATION .—The 15
term ‘‘institution of higher education’’ has the 16
meaning given such term in section 101(a) of the 17
Higher Education Act of 1965 (20 U.S.C. 1001(a)). 18
(4) M
INORITY-SERVING INSTITUTION .—The 19
term ‘‘minority-serving institution’’ means an eligi-20
ble institution under section 371(a) of the Higher 21
Education Act of 1965 (20 U.S.C. 1067q(a)). 22
(5) N
ATIONAL LABORATORY .—The term ‘‘Na-23
tional Laboratory’’ has the meaning given such term 24

RIBAL COLLEGE OR UNIVERSITY .—The 3
term ‘‘Tribal College or University’’ has the meaning 4
given such term in section 316(b) of the Higher 5
Education Act of 1965 (20 U.S.C. 1059c(b)). 6
