SHORT TITLE. 1 This Act may be cited as the ‘‘Harmful Algal Bloom 2 Essential Forecasting Act’’. 3 SEC. 2. DESIGNATING CERTAIN HARMFUL ALGAL BLOOM 4 SERVICES AS EXCEPTED SERVICES UNDER 5 THE ANTI-DEFICIENCY ACT. 6 (a) I NGENERAL.—Section 603A of the Harmful 7 Algal Bloom and Hypoxia Research and Control Act of 8 1998 is amended by adding at the end the following sub-9 section: 10 ‘‘(j) A NTI-DEFICIENCYACTAPPLIED TOHARMFUL 11 A LGALBLOOMSERVICES.—Any services by an officer or 12 employee under this chapter relating to web services and 13 server processing for the Harmful Algal Bloom Oper-14 ational Forecast System of the National Centers for 15 Coastal Ocean Science and the National Oceanic and At-16 mospheric Administration shall be deemed, for purposes 17 of section 1342 of title 31, United States Code, services 18 for emergencies involving the safety of human life or the 19 protection of property.’’. 20 (b) A PPLICATION.—The amendment made by sub-21 section (a) shall apply to any lapse in appropriations be-22 ginning on or after the date of enactment of this Act. 23 Æ VerDate Sep 11 2014 01:56 Jan 25, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H325.IH H325 kjohnson on DSK79L0C42PROD with BILLS
