Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘NOTAM Improvement 4 Act of 2023’’. 5 SEC. 2. FAA TASK FORCE ON NOTAM IMPROVEMENT. 6 (a) E STABLISHMENT.—Not later than 180 days after 7 the date of enactment of this Act, the Administrator of 8 the Federal Aviation Administration shall establish a task 9 force to be known as the FAA Task Force on NOTAM 10 VerDate Sep 11 2014 01:06 Jan 21, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H346.IH H346 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •HR 346 IH Improvement (in this section referred to as the ‘‘Task 1 Force’’). 2 (b) C OMPOSITION.—The Task Force shall consist of 3 members appointed by the Administrator, including at 4 least one member of each of the following: 5 (1) Air carrier representatives. 6 (2) Labor union representatives. 7 (3) General and business aviation representa-8 tives. 9 (4) Aviation safety experts with knowledge of 10 NOTAMs. 11 (5) Human factors experts. 12 (6) Computer system architecture and cyberse-13 curity experts. 14 (c) D UTIES.—The duties of the Task Force shall in-15 clude— 16 (1) reviewing existing methods for presenting 17 NOTAMs and flight operations information to pilots; 18 (2) reviewing regulations and policies relating 19 to NOTAMs, including their content and presen-20 tation to pilots; 21 (3) evaluating and determining best practices to 22 organize, prioritize, and present flight operations in-23 formation in a manner that optimizes pilot review 24 and retention of relevant information; and 25 VerDate Sep 11 2014 01:06 Jan 21, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H346.IH H346 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 346 IH (4) providing recommendations for— 1 (A) improving the presentation of NOTAM 2 information in a manner that prioritizes or 3 highlights the most important information, and 4 optimizes pilot review and retention of relevant 5 information; 6 (B) ways to ensure that NOTAMs are 7 complete, accurate, and contain the proper in-8 formation; 9 (C) any best practices that the FAA 10 should consider to improve the accuracy and 11 understandability of NOTAMs and the display 12 of flight operations information; 13 (D) ways to work with air carriers, other 14 airspace users, and aviation service providers to 15 implement solutions that are aligned with the 16 recommendations under this paragraph; and 17 (E) ensuring the stability, resiliency, and 18 cybersecurity of the NOTAM computer system. 19 (d) R EPORT.—Not later than 1 year after the date 20 of the establishment of the Task Force, the Task Force 21 shall submit to the Committee on Transportation and In-22 frastructure of the House of Representatives and the Com-23 mittee on Commerce, Science, and Transportation of the 24 Senate a report detailing— 25 VerDate Sep 11 2014 01:06 Jan 21, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H346.IH H346 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 346 IH (1) the results of the reviews and evaluations of 1 the Task Force under paragraphs (1) through (3) of 2 subsection (c); 3 (2) the best practices identified and rec-4 ommendations provided by the Task Force under 5 subsection (c)(4); 6 (3) any recommendations of the Task Force for 7 additional regulatory or policy actions to improve the 8 presentation of NOTAMs; and 9 (4) the degree to which implementing the rec-10 ommendations of the Task Force described under 11 paragraph (2) will address National Transportation 12 Safety Board Safety Recommendation A–18–024. 13 (e) A PPLICABLELAW.—The Federal Advisory Com-14 mittee Act (5 U.S.C.
