To reduce the pay of Members of the House of Representa-
tives if a Speaker is not elected on the first day of
a Congress.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Mandating Congress 4
Can’t Accept Remuneration for Time not Helping You 5
Act’’ or the ‘‘McCARTHY Act’’. 6

SEC. 2. REDUCTION OF PAY OF MEMBERS OF HOUSE IF 1
SPEAKER IS NOT ELECTED. 2
(a) R
EDUCTION OFPAY.—If, by the end of the first 3
day of a Congress, the House of Representatives has not 4
elected a Speaker, the annual rate of pay applicable under 5
section 601(a) of the Legislative Reorganization Act of 6
1946 (2 U.S.C. 4501) with respect to each Member of the 7
House of Representatives for the year shall be reduced by 8
an amount equal to the product of— 9
(1) an amount equal to one day’s worth of pay 10
under such annual rate; and 11
(2) the number of 24-hour periods during which 12
no Speaker has been elected for the Congress. 13
(b) M
EMBERDEFINED.—In this section, the term 14
‘‘Member of the House of Representatives’’ means an indi-15
vidual serving in a position in the House of Representa-16
tives which is covered under subparagraph (A), (B), or 17
(C) of section 601(a)(1) of the Legislative Reorganization 18
Act of 1946 (2 U.S.C. 4501(1)). 19
(c) E
FFECTIVEDATE.—This section shall apply with 20
respect to the One Hundred Nineteenth Congress and 21
each succeeding Congress. 22
