AN ACT 
To impose additional sanctions with respect to the importa-
tion or facilitation of the importation of petroleum prod-
ucts from Iran, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Stop Harboring Ira-2
nian Petroleum Act’’ or the ‘‘SHIP Act’’. 3
SEC. 2. STATEMENT OF POLICY. 4
It is the policy of the United States— 5
(1) to deny Iran the ability, by limiting Iran’s 6
export of petroleum and petroleum products, to— 7
(A) engage in destabilizing activities; 8
(B) support international terrorism; or 9
(C) fund the development and acquisition 10
of weapons of mass destruction and weapons 11
delivery systems; 12
(2) to deny Iran funds to oppress and commit 13
human rights violations against the Iranian people 14
assembling to peacefully redress the Iranian regime; 15
(3) to fully enforce sanctions against those enti-16
ties which provide support to the Iranian energy sec-17
tor; and 18
(4) to counter Iran’s actions to finance and fa-19
cilitate the participation of foreign terrorist organi-20
zations in ongoing conflicts and illicit activities due 21
to the threat such actions pose to the vital national 22
interests of the United States. 23 3

SEC. 3. IMPOSITION OF SANCTIONS WITH RESPECT TO IRA-1
NIAN PETROLEUM. 2
(a) I
NGENERAL.—On and after the date that is 90 3
days after the date of the enactment of this Act, and ex-4
cept as provided in subsection (e)(2), the President shall 5
impose the sanctions described in subsection (c) with re-6
spect to each foreign person that the President deter-7
mines, on or after such date of enactment, engages in an 8
activity described in subsection (b). 9
(b) A
CTIVITIESDESCRIBED.—A foreign person en-10
gages in an activity described in this subsection if the for-11
eign person— 12
(1) owns or operates a foreign port and has 13
knowingly facilitated or accommodated at least 1 14
designated vessel in landing at such port on or after 15
the date of enactment of this Act for the purpose of 16
transporting Iranian crude oil; 17
(2) knowingly transports, offloads, or otherwise 18
engages in transactions involving petroleum or petro-19
leum products, including petrochemicals, originating 20
from Iran; 21
(3) knowingly owns or operates a vessel used to 22
conduct ship-to-ship transfers of petroleum or petro-23
leum products, including petrochemicals, originating 24
from Iran; 25 4

(4) owns or operates a refinery that knowingly 1
processes, refines, or otherwise engages in trans-2
actions involving petroleum or petroleum products, 3
including petrochemicals, originating from Iran; 4
(5) is an adult family member of a foreign per-5
son described in any of paragraphs (1) through (4), 6
unless the President determines there is clear and 7
convincing evidence that such adult family member 8
has disassociated themselves from the foreign person 9
described in such paragraph and has not assisted 10
such foreign person in concealing assets; or 11
(6) is owned, as such term is defined by section 12
510.411 of title 31, Code of Federal Regulations, by 13
a foreign person described in any of paragraphs (1) 14
through (5) that has been designated for such con-15
duct. 16
(c) S
ANCTIONSDESCRIBED.—The sanctions de-17
scribed in this subsection with respect to a foreign person 18
described in subsection (a) are the following: 19
(1) B
LOCKING OF PROPERTY .—The President 20
shall exercise all of the powers granted to the Presi-21
dent under the International Emergency Economic 22
Powers Act (50 U.S.C. 1701 et seq.) to the extent 23
necessary to block and prohibit all transactions in 24
property and interests in property of the foreign per-25 5

son if such property and interests in property are in 1
the United States, come within the United States, or 2
are or come within the possession or control of a 3
United States person. 4
(2) I
NELIGIBILITY FOR VISAS, ADMISSION, OR 5
PAROLE.— 6
(A) V
ISAS, ADMISSION, OR PAROLE.—An 7
alien described in subsection (a) is— 8
(i) inadmissible to the United States; 9
(ii) ineligible to receive a visa or other 10
documentation to enter the United States; 11
and 12
(iii) otherwise ineligible to be admitted 13
or paroled into the United States or to re-14
ceive any other benefit under the Immigra-15
tion and Nationality Act (8 U.S.C. 1101 et 16
seq.). 17
(B) C
URRENT VISAS REVOKED .— 18
(i) I
N GENERAL.—An alien described 19
in subsection (a) is subject to revocation of 20
any visa or other entry documentation re-21
gardless of when the visa or other entry 22
documentation is or was issued. 23
(ii) I
MMEDIATE EFFECT .—A revoca-24
tion under clause (i) shall take effect im-25 6

mediately and automatically cancel any 1
other valid visa or entry documentation 2
that is in the alien’s possession. 3
(C) E
XCEPTIONS.—Sanctions under this 4
paragraph shall not apply with respect to an 5
alien if admitting or paroling the alien into the 6
United States is necessary— 7
(i) to permit the United States to 8
comply with the Agreement regarding the 9
Headquarters of the United Nations, 10
signed at Lake Success June 26, 1947, 11
and entered into force November 21, 1947, 12
between the United Nations and the 13
United States, or other applicable inter-14
national obligations; or 15
(ii) to carry out or assist law enforce-16
ment activity in the United States. 17
(3) P
ENALTIES.—The penalties provided for in 18
subsections (b) and (c) of section 206 of the Inter-19
national Emergency Economic Powers Act (50 20
U.S.C. 1705) shall apply to a person that violates, 21
attempts to violate, conspires to violate, or causes a 22
violation of this section or any regulations promul-23
gated to carry out this section to the same extent 24
that such penalties apply to a person that commits 25 7

an unlawful act described in section 206(a) of that 1
Act. 2
(d) R
ULE OFCONSTRUCTION.—For purposes of de-3
terminations under subsection (a) that a foreign person 4
engaged in activities described in subsection (b), a foreign 5
person shall not be determined to know that petroleum 6
or petroleum products originated from Iran if such person 7
relied on a certificate of origin or other documentation 8
confirming that the origin of the petroleum or petroleum 9
products was a country other than Iran, unless such per-10
son knew or had reason to know that such documentation 11
was falsified. 12
(e) I
MPLEMENTATION; REGULATIONS.— 13
(1) I
N GENERAL.—The President may exercise 14
all authorities under sections 203 and 205 of the 15
International Emergency Economic Powers Act (50 16
U.S.C. 1702 and 1704) for purposes of carrying out 17
this section. 18
(2) D
EADLINE FOR REGULATIONS .—Not later 19
than 180 days after the date of the enactment of 20
this Act, the President shall prescribe such regula-21
tions as may be necessary for the implementation of 22
this Act. 23
(3) N
OTIFICATION TO CONGRESS .—Not later 24
than 10 days before the prescription of regulations 25 8

under paragraph (2), the President shall brief and 1
provide written notification to the appropriate con-2
gressional committees regarding— 3
(A) the proposed regulations; and 4
(B) the specific provisions of this Act that 5
the regulations are implementing. 6
(f) W
AIVER.— 7
(1) I
N GENERAL.—The President may, on a 8
case-by-case basis and for periods not to exceed 180 9
days each, waive the application of sanctions im-10
posed with respect to a foreign person under this 11
section if the President certifies to the appropriate 12
congressional committees, not later than 15 days be-13
fore such waiver is to take effect, that the waiver is 14
vital to the national interests of the United States. 15
(2) S
PECIAL RULE.—The President shall not be 16
required to impose sanctions under this section with 17
respect to a foreign person described in subsection 18
(a) if the President certifies in writing to the appro-19
priate congressional committees that the foreign per-20
son— 21
(A) is no longer engaging in activities de-22
scribed in subsection (b); or 23 9

(B) has taken and is continuing to take 1
significant, verifiable steps toward permanently 2
terminating such activities. 3
(f) T
ERMINATION.—The authorities provided by this 4
section shall cease to have effect on and after the date 5
that is 30 days after the date on which the President cer-6
tifies to the appropriate congressional committees that— 7
(1) the Government of Iran no longer repeat-8
edly provides support for international terrorism as 9
determined by the Secretary of State pursuant to— 10
(A) section 1754(c)(1)(A) of the Export 11
Control Reform Act of 2018 (50 U.S.C. 12
4318(c)(1)(A)); 13
(B) section 620A of the Foreign Assistance 14
Act of 1961 (22 U.S.C. 2371); 15
(C) section 40 of the Arms Export Control 16
Act (22 U.S.C. 2780); or 17
(D) any other provision of law; and 18
(2) Iran has ceased the pursuit, acquisition, 19
and development of, and verifiably dismantled, its 20
nuclear, biological, and chemical weapons, ballistic 21
missiles, and ballistic missile launch technology. 22 10

SEC. 4. REPORT ON IRANIAN PETROLEUM AND PETRO-1
LEUM PRODUCTS EXPORTS. 2
(a) I
NGENERAL.—Not later than 120 days after the 3
date of enactment of this Act, and annually thereafter 4
until the date described in subsection (d), the Adminis-5
trator of the Energy Information Administration shall 6
submit to the appropriate congressional committees a re-7
port describing Iran’s growing exports of petroleum and 8
petroleum products, that includes the following: 9
(1) An analysis of Iran’s exports and sale of pe-10
troleum and petroleum products, including— 11
(A) an estimate of Iran’s petroleum export 12
and sale revenue per year since 2018; 13
(B) an estimate of Iran’s petroleum export 14
and sale revenue to China per year since 2018; 15
(C) the amount of petroleum and crude oil 16
barrels exported per year since 2018; 17
(D) the amount of petroleum and crude oil 18
barrels exported to China per year since 2018; 19
(E) the amount of petroleum and crude oil 20
barrels exported to countries other than China 21
per year since 2018; 22
(F) the average price per petroleum and 23
crude oil barrel exported per year since 2018; 24
and 25 11

(G) the average price per petroleum and 1
crude oil barrel exported to China per year 2
since 2018. 3
(2) An analysis of Iran’s labeling practices of 4
exported petroleum and petroleum products. 5
(3) A description of companies involved in the 6
exporting and sale of Iranian petroleum and petro-7
leum products. 8
(4) A description of ships involved in the ex-9
porting and sale of Iranian petroleum and petroleum 10
products. 11
(5) A description of ports involved in the ex-12
porting and sale of Iranian petroleum and petroleum 13
products. 14
(b) F
ORM.—The report required by subsection (a) 15
shall be submitted in unclassified form but may include 16
a classified annex. 17
(c) P
UBLICATION.—The unclassified portion of the 18
report required by subsection (a) shall be posted on a pub-19
licly available website of the Energy Information Adminis-20
tration. 21
(d) T
ERMINATION.—The requirement to submit re-22
ports under this section shall be terminated on the date 23
on which the President makes the certification described 24
in section 3(f). 25 12

SEC. 5. EXCEPTION RELATING TO IMPORTATION OF 1
GOODS. 2
(a) I
NGENERAL.—The authorities and requirements 3
to impose sanctions authorized under this Act shall not 4
include the authority or requirement to impose sanctions 5
on the importation of goods. 6
(b) G
OODDEFINED.—In this section, the term 7
‘‘good’’ means any article, natural or man-made sub-8
stance, material, supply or manufactured product, includ-9
ing inspection and test equipment, and excluding technical 10
data. 11
SEC. 6. APPROPRIATE CONGRESSIONAL COMMITTEES DE-12
FINED. 13
In this Act, the term ‘‘appropriate congressional com-14
mittees’’ means— 15
(1) the Committee on Foreign Affairs, the 16
Committee on the Judiciary, and the Committee on 17
Financial Services of the House of Representatives; 18

Banking, Housing, and Urban Affairs of the Senate. 3
