To amend the Federal Crop Insurance Act to promote crop
insurance support for beginning farmers and ranchers,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Crop Insurance for 4
Future Farmers Act’’. 5
SEC. 2. CROP INSURANCE SUPPORT FOR BEGINNING FARM-6
ERS AND RANCHERS. 7

ER.—Section 502(b)(3) of the Agricultural Adjustment 9

Act of 1938 (7 U.S.C. 1502(b)(3)) is amended by striking 1
‘‘5 crop years’’ and inserting ‘‘10 crop years’’. 2
(b) I
NCREASE INASSISTANCE.—Section 508(e)(8) of 3
the Agricultural Adjustment Act of 1938 (7 U.S.C. 4
1508(e)(8)) is amended— 5
(1) by striking ‘‘Notwithstanding’’ and insert-6
ing the following: 7
‘‘(A) I
N GENERAL.—Notwithstanding’’; 8
(2) by striking ‘‘is 10 percentage points greater 9
than’’ and inserting ‘‘is the amount of percentage 10
points specified in subparagraph (B) greater than’’; 11
and 12
(3) by adding at the end the following: 13
‘‘(B) P
ERCENTAGE POINTS ADJUST -14
MENTS.—For purposes of subparagraph (A), 15
the percentage points specified in this subpara-16
graph are as follows: 17
‘‘(i) For each of the first and second 18
reinsurance years that a beginning farmer 19
or rancher participates as a beginning 20
farmer or rancher in the applicable policy 21
or plan of insurance, 15 percentage points. 22
‘‘(ii) For the third reinsurance year 23
that a beginning farmer or rancher partici-24
pates as a beginning farmer or rancher in 25

‘‘(iii) For the fourth reinsurance year 3
that a beginning farmer or rancher partici-4
pates as a beginning farmer or rancher in 5
the applicable policy or plan of insurance, 6
11 percentage points. 7
‘‘(iv) For each of the fifth through 8
tenth reinsurance years that a beginning 9
farmer or rancher participates as a begin-10
ning farmer or rancher in the applicable 11
policy or plan of insurance, 10 percentage 12
points.’’. 13
