Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘ATRRS Act’’. 4
SEC. 2. ACCESS TO ARMY TRAINING REQUIREMENTS AND 5
RESOURCES SYSTEM ON A PERSONAL INTER-6
NET-ENABLED DEVICE. 7

(1) IN GENERAL.—Not later than one year 1
after the date of the enactment of this Act, the Sec-2
retary of the Army shall ensure, subject to para-3
graph (2), that a member of the reserve components 4
of the Army may access the Army Training Require-5
ments and Resources System using a personal inter-6
net-enabled device. 7
(2) E
XCEPTION.—The Secretary of the Army 8
may restrict access to the Army Training Require-9
ments and Resources System on personal internet- 10
enabled devices if the Secretary determines such re-11
striction is necessary to ensure the security and in-12
tegrity of information systems and data of the 13
United States. 14
(b) A
RMYTRAININGREQUIREMENTS AND RE-15
SOURCESSYSTEMDEFINED.—In this Act, the term 16
‘‘Army Training Requirements and Resources System’’ 17
means the online, real-time information management sys-18
tem of the Army used to catalogue and manage training 19
courses, or any successor to such system. 20
