To prohibit the Department of Defense from acquiring com-
puters or printers manufactured by or from entities con-
trolled by the Government of the People’s Republic of
China, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Chinese Electronics 4
Defense Act of 2023’’. 5

SEC. 2. PROHIBITION ON COMPUTERS OR PRINTERS AC-1
QUISITIONS INVOLVING ENTITIES OWNED OR 2
CONTROLLED BY CHINA. 3
(a) I
NGENERAL.—The Secretary of Defense may not 4
acquire any computer or printer if the manufacturer, bid-5
der, or offeror is a covered Chinese entity. 6
(b) A
PPLICABILITY.—This section shall apply only 7
with respect to contracts or other agreements entered into, 8
renewed, or extended after the date of the enactment of 9
this Act. 10
(c) D
EFINITIONS.—In this section: 11
(1) C
OVERED CHINESE ENTITY .—The term 12
‘‘covered Chinese entity’’ means an entity that the 13
Secretary of Defense, in consultation with the Direc-14
tor of the National Intelligence or the Director of 15
the Federal Bureau of Investigation, determines to 16
be an entity owned, controlled, directed, or subcon-17
tracted by, affiliated with, or otherwise connected to, 18
the Government of the People’s Republic of China. 19
(2) M
ANUFACTURER.—The term ‘‘manufac-20
turer’’ means— 21
(A) the entity that transforms raw mate-22
rials, miscellaneous parts, or components into 23
the end item; 24
(B) any entity that subcontracts with the 25
entity described in subparagraph (A) for the en-26

tity described in such subparagraph to trans-1
form raw materials, miscellaneous parts, or 2
components into the end item; 3
(C) any entity that otherwise directs the 4
entity described in subparagraph (A) to trans-5
form raw materials, miscellaneous parts, or 6
components into the end item; or 7
(D) any parent company, subsidiary, or af-8
filiate of the entity described in subparagraph 9
(A). 10
