ment of Defense facilities and forces in the European
and Indo-Pacific regions from missile and air attack.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Theater Air and Mis-4
sile Defense Sufficiency Act of 2023’’. 5

SEC. 2. REPORT ON DEFENSE OF DEPARTMENT OF DE-1
FENSE FACILITIES AND FORCES IN EURO-2
PEAN AND INDO-PACIFIC REGIONS FROM 3
MISSILE AND AIR ATTACK. 4
(a) S
TUDY.—The Secretary of Defense shall conduct 5
a study to determine whether the Department of Defense 6
has sufficient forces, systems, and capabilities to defend 7
Department of Defense military facilities and deployed 8
forces in the European and Indo-Pacific regions from 9
hypersonic-, ballistic-, cruise-missile and air attack, or to 10
otherwise defeat such attacks. 11
(b) R
EPORT.— 12
(1) I
N GENERAL.—Not later than June 30, 13
2024, the Secretary shall submit to the congres-14
sional defense committees a report on the findings of 15
the study required by subsection (a). Such report 16
shall include a specific and detailed plan for ensur-17
ing the ability of the Department of Defense to de-18
fend Department of Defense military facilities and 19
deployed forces in the European and Indo-Pacific re-20
gions from hypersonic-, ballistic-, cruise-missile and 21
air attack through 2030. 22
(2) F
ORM OF REPORT.—The report required by 23
this subsection shall be submitted in unclassified 24
form, but may include a classified annex. 25

(3) PUBLIC AVAILABILITY.—Not later than 14 1
days after the date of the submission of the report 2
required by paragraph (1), the Secretary shall make 3
an unclassified summary of the report available to 4
the public on an appropriate internet website of the 5
Department of Defense. 6
