To require the Secretary of the Air Force to develop a
force design for the Air Force and the Space Force,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Air Force Future 4
Force Design Act of 2023’’. 5
SEC. 2. FUTURE FORCE DESIGN OF THE DEPARTMENT OF 6
THE AIR FORCE. 7
(a) F
ORCEDESIGNREQUIRED.—Not later than Au-8
gust 31, 2024, the Secretary of the Air Force shall develop 9

a force design for the Air Force and Space Force projected 1
through 2050. 2
(b) E
LEMENTS.—The force design under subsection 3
(a) shall address— 4
(1) the concepts, capabilities, and structural 5
elements (including size and form) of the Air Force 6
and Space Force that are necessary to ensure those 7
forces effectively execute their core functions 8
through 2050 in support of the National Defense 9
Strategy and the National Military Strategy; 10
(2) force structure, including the development 11
of capabilities (including platforms and systems) at 12
the correct level of capacity to address the challenges 13
outlined by the National Defense Strategy and the 14
National Military Strategy; 15
(3) force composition, including recruitment 16
and development of human capital, effective distribu-17
tion of forces in the total force, and policies to in-18
crease career flexibility across the various compo-19
nents of the force; 20
(4) organizational design, including develop-21
ment of potential models to increase agility and 22
operational effectiveness across the Air Force and 23
Space Force; and 24

(5) such other matters as the Secretary of the 1
Air Force determines to be relevant. 2
(c) I
NFORMATION TOCONGRESS.—Not later than 60 3
days after completion of the force design required under 4
subsection (a), the Secretary of the Air Force shall— 5
(1) submit a summary of the force design to 6
the congressional defense committees; and 7
(2) provide to the congressional defense com-8
mittees a briefing on the force design. 9

ONGRESSIONAL DEFENSECOMMITTEESDE-10
FINED.—In this section, the term ‘‘congressional defense 11
committees’’ has the meaning given that term in section 12
101(a)(16) of title 10, United States Code. 13
