CENTRAL INTELLIGENCE AGENCY INTELLIGENCE 1 ASSESSMENT OF SINALOA CARTEL AND 2 JALISCO CARTEL. 3 (a) A SSESSMENT.—Not later than 90 days after the 4 date of enactment of this Act, the Director of the Central 5 Intelligence Agency, in consultation with the heads of the 6 other elements of the intelligence community that the Di-7 rector determines appropriate, shall submit to the appro-8 priate committees of Congress an intelligence assessment 9 on the transnational criminal organizations known as the 10 Sinaloa Cartel and the Jalisco Cartel. 11 (b) E LEMENTS.—The intelligence assessment under 12 subsection (a) shall include, with respect to each 13 transnational criminal organization specified in such sub-14 section, a description of the following: 15 (1) The key leaders, organizational structure, 16 subgroups, presence in the states within Mexico, and 17 cross-border illicit drug smuggling routes of the 18 transnational criminal organization. 19 (2) The practices used by the transnational 20 criminal organization to import the chemicals used 21 to make synthetic drugs, to produce such drugs, and 22 to smuggle such drugs across the border into the 23 United States. 24 (3) The main suppliers and the main brokers 25 that supply the transnational criminal organization 26 VerDate Sep 11 2014 04:47 Dec 30, 2023 Jkt 049200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6767.IH H6767 3 •HR 6767 IH with precursor chemicals and equipment used in the 1 production of synthetic drugs. 2 (4) The manner in which the transnational 3 criminal organization is tailoring the fentanyl prod-4 ucts of such organization to attract a wider variety 5 of United States consumers, including unwitting 6 users. 7 (5) The degree to which the transnational 8 criminal organization is using human and technical 9 operations to undermine counternarcotics efforts by 10 United States and Mexican security services. 11 (6) An estimate of the annual revenue received 12 by the transnational criminal organization from the 13 sale of illicit drugs, disaggregated by drug type. 14 (7) Any other information the Director of the 15 Central Intelligence Agency determines relevant. 16 (c) F ORM.—The intelligence assessment under sub-17 section (a) may be submitted in classified form. 18 (d) D EFINITION OFAPPROPRIATECOMMITTEES OF 19 C ONGRESS.—In this section, the term ‘‘appropriate com-20 mittees of Congress’’ means— 21 (1) the congressional intelligence committees; 22 (2) the Committee on Foreign Relations, the 23 Committee on Homeland Security and Governmental 24 Affairs, the Committee on Banking, Housing, and 25 VerDate Sep 11 2014 04:47 Dec 30, 2023 Jkt 049200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6767.IH H6767 4 •HR 6767 IH Urban Affairs, and the Committee on Appropria-1 tions of the Senate; and 2 (3) the Committee on Foreign Affairs, the 3 Committee on Homeland Security, and the Com-4 mittee on Appropriations of the House of Represent-5 atives. 6 Æ VerDate Sep 11 2014 04:47 Dec 30, 2023 Jkt 049200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H6767.IH H6767
