To limit youth offender status in the District of Columbia to individuals 
18 years of age or younger, to direct the Attorney General of the 
District of Columbia to establish and operate a publicly accessible website 
containing updated statistics on juvenile crime in the District of Colum-
bia, to amend the District of Columbia Home Rule Act to prohibit 
the Council of the District of Columbia from enacting changes to existing 
criminal liability sentences, and for other purposes.

A BILL 
To limit youth offender status in the District of Columbia 
to individuals 18 years of age or younger, to direct 
the Attorney General of the District of Columbia to 
establish and operate a publicly accessible website con-
taining updated statistics on juvenile crime in the Dis-
trict of Columbia, to amend the District of Columbia 
Home Rule Act to prohibit the Council of the District 
of Columbia from enacting changes to existing criminal 
liability sentences, and for other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘D. C. Criminal Re-2
forms to Immediately Make Everyone Safe Act’’ or the 3
‘‘DC CRIMES Act’’. 4
SEC. 2. YOUTH OFFENDERS. 5

Official Code) is amended by striking ‘‘24 years of 11
age or younger’’ and inserting ‘‘18 years of age or 12
younger’’. 13

ONFORMING AMENDMENTS .— 14

4(a)(2) of such Act (sec. 24–903(a)(2), D.C. 23
Official Code) is amended by striking ‘‘15 to 24 24
years of age’’ and inserting ‘‘15 to 18 years of 25

SEC. 3. ESTABLISHMENT AND OPERATION OF WEBSITE ON 8
DISTRICT OF COLUMBIA JUVENILE CRIME 9

STABLISHMENT AND OPERATION.—Subchapter 11
I of chapter 23 of title 16, District of Columbia Official 12
Code, is amended by adding at the end the following new 13
section: 14
‘‘§ 16–2340a. Website of updated statistics on juvenile 15
crime 16

STABLISHMENT AND OPERATION OF 17

EBSITE.—The Attorney General of the District of Co-18
lumbia shall establish and operate a publicly accessible 19
website which contains data on juvenile crime in the Dis-20
trict of Columbia, including each of the following statis-21
tical measures: 22
‘‘(1) The total number of juveniles arrested 23
each year. 24

‘‘(2) The total number and percentage of juve-1
niles arrested each year, broken down by age, race, 2
and sex. 3
‘‘(3) Of the total number of juveniles arrested 4
each year, the total number and percentage arrested 5
for petty crime, including the following crimes: 6
‘‘(A) Vandalism. 7
‘‘(B) Theft. 8
‘‘(C) Shoplifting. 9
‘‘(4) Of the total number of juveniles arrested 10
each year, the total number and percentage arrested 11
for crime of violence (as defined in section 23– 12
1331(4)). 13
‘‘(5) Of the total number of juveniles arrested 14
each year, the total number and percentage who 15
were arrested for their first offense. 16
‘‘(6) Of the total number of juveniles arrested 17
each year, the total number and percentage who had 18
been arrested previously. 19
‘‘(7) Of the total number of juveniles arrested 20
each year who had been arrested previously, the 21
total number and percentage of the number of ar-22
rests. 23
‘‘(8) Of the total number of juveniles arrested 24
each year, the declination rate for prosecutions by 25

the Office of the Attorney General for the District 1
of Columbia. 2
‘‘(9) Of the total number of juveniles sentenced 3
each year, the number and percentage who were 4
tried as adults. 5
‘‘(10) Of the total number of juveniles pros-6
ecuted each year, the number and percentage who 7
were not sentenced, who were sentenced to a mis-8
demeanor, and who were sentenced to a felony. 9
‘‘(11) Of the total number of juveniles sen-10
tenced each year, the number and percentage of the 11
length of time that will be served in a correctional 12
facility as provided by the sentence. 13
‘‘(b) U
PDATES.—The Attorney General shall update 14
the information contained on the website on a monthly 15
basis. 16
‘‘(c) M
AINTAININGARCHIVE OFINFORMATION.—The 17
Attorney General shall ensure that the information con-18
tained on the website is archived appropriately to provide 19
indefinite public access to historical data of juvenile ar-20
rests and prosecutions. 21
‘‘(d) F
ORMAT.—The Attorney General shall ensure 22
that the information contained in the website, including 23
historical data described in subsection (c), is available in 24
a machine-readable format available for bulk download. 25

DENTIFIABLEINFORMATION.—In carrying out this sec-2
tion, the Attorney General shall ensure that the website 3
does not include any juvenile’s personally identifiable in-4
formation. 5
‘‘(f) D
EFINITIONS.—In this section— 6
‘‘(1) the term ‘crime’ has the meaning given the 7
term ‘offense’ in section 23–1331(2); and 8
‘‘(2) the term ‘juvenile’ has the meaning given 9
the term ‘youth offender’ in section 2(6) of the 10
Youth Rehabilitation Act of 1985 (sec. 24–901(6), 11
D.C. Official Code).’’. 12

‘‘(i) Notwithstanding subsection (b) of this section, 22
a person shall provide information contained in juvenile 23
case records to the Attorney General for purposes of the 24

COURT.—Section 16–2332, District of Columbia Of-4
ficial Code, is amended— 5
(A) by redesignating subsection (h) as sub-6
section (i); and 7
(B) by inserting after subsection (g) the 8
following new subsection: 9
‘‘(h) Notwithstanding subsection (b) of this section, 10
a person shall provide information contained in juvenile 11
social records to the Attorney General for purposes of the 12
website established and operated under section 16– 13
2340a.’’. 14

OLICE AND OTHER LAW ENFORCEMENT 15
RECORDS.—Section 16–2333, District of Columbia 16
Official Code, is amended— 17
(A) by redesignating subsection (g) as sub-18
section (h); and 19
(B) by inserting after subsection (f) the 20
following new subsection: 21
‘‘(g) Notwithstanding subsection (a) of this section, 22
a person shall provide information contained in law en-23
forcement records and files concerning a child to the At-24

torney General for purposes of the website established and 1
operated under section 16–2340a.’’. 2
(c) E
FFECTIVEDATE.—The Attorney General of the 3
District of Columbia shall establish the website under sec-4
tion 16–2341, District of Columbia Official Code, as 5
added by subsection (a), not later than 180 days after the 6
date of the enactment of this Act. 7
SEC. 4. PROHIBITING COUNCIL FROM ENACTING CHANGES 8
TO EXISTING CRIMINAL LIABILITY SEN-9
TENCES. 10
Section 602(a) of the District of Columbia Home 11
Rule Act (sec. 1–206.02(a), D.C. Official Code) is amend-12
ed— 13
(1) by striking ‘‘or’’ at the end of paragraph 14
(9); 15
(2) by striking the period at the end of para-16
graph (10) and inserting ‘‘; or’’; and 17
(3) by adding at the end the following new 18
paragraph: 19
‘‘(11) enact any act, resolution, or rule to 20
change any criminal liability sentence in effect on 21
the date of the enactment of the DC CRIMES 22
Act.’’. 23
