To amend the Agriculture Improvement Act of 2018 to reau-
thorize the Commission on Farm Transitions-Needs for
2050, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Farm Transitions Act 4
of 2024’’. 5

SEC. 2. COMMISSION ON FARM TRANSITIONS—NEEDS FOR 1

Section 12609 of the Agriculture Improvement Act 3
of 2018 (Public Law 115–334; 132 Stat. 5009) is amend-4
ed— 5
(1) in subsection (a), by striking ‘‘There is es-6
tablished’’ and inserting ‘‘Not later than 60 days 7
after the date of the enactment of the Farm Transi-8
tions Act of 2024, the Secretary shall establish’’; 9
(2) in subsection (b)— 10
(A) in the subsection heading, by inserting 11
‘‘
ANDRECOMMENDATIONS ’’ after ‘‘STUDY’’; 12
(B) in the matter preceding paragraph (1), 13
by inserting ‘‘, and make recommendations re-14
lating to,’’ after ‘‘study on’’; 15
(C) in paragraph (1)— 16
(i) in subparagraph (B), by inserting 17
‘‘and timely’’ after ‘‘affordable’’; and 18
(ii) by striking subparagraph (D) and 19
inserting the following: 20
‘‘(D) apprenticeships, mentoring programs, 21
business training, and technical assistance pro-22
grams;’’. 23
(D) in paragraph (3)— 24
(i) in the matter preceding subpara-25
graph (A), by striking ‘‘existing and new 26

Federal tax policies’’ and inserting ‘‘exist-1
ing and new State and Federal policies, in-2
cluding tax policies’’; and 3
(ii) in subparagraph (A), by inserting 4
‘‘or impede’’ after ‘‘facilitate’’; 5
(E) in paragraph (4), by striking ‘‘and’’ at 6
the end; 7
(F) in paragraph (5), by striking the pe-8
riod at the end and inserting a semicolon; and 9
(G) by adding at the end the following: 10
‘‘(6) heirs’ property and succession of agricul-11
tural land; 12
‘‘(7) any unique barriers faced by historically 13
underserved and women farmers and ranchers in the 14
ability to transfer, inherit, or purchase agricultural 15
assets, including land; and 16
‘‘(8) leasing and ownership trends, including 17
leasing and ownership trends by foreign persons or 18
entities.’’; 19
(3) in subsection (f), by striking ‘‘1 year after 20
the date of enactment of this Act’’ and inserting ‘‘2 21
years after the date of enactment of the Farm Tran-22
sitions Act of 2024’’; and 23
