year 2025, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Continuing Appropria-4
tions and Extensions Act, 2025’’. 5

Except as expressly provided otherwise, any reference 2
to ‘‘this Act’’ contained in any division of this Act shall 3
be treated as referring only to the provisions of that divi-4
sion. 5
DIVISION A—CONTINUING 6
APPROPRIATIONS ACT, 2025 7
The following sums are hereby appropriated, out of 8
any money in the Treasury not otherwise appropriated, 9
and out of applicable corporate or other revenues, receipts, 10
and funds, for the several departments, agencies, corpora-11
tions, and other organizational units of Government for 12
fiscal year 2025, and for other purposes, namely: 13

EC. 101. Such amounts as may be necessary, at a 14
rate for operations as provided in the applicable appro-15
priations Acts for fiscal year 2024 and under the authority 16
and conditions provided in such Acts, for continuing 17
projects or activities (including the costs of direct loans 18
and loan guarantees) that are not otherwise specifically 19
provided for in this Act, that were conducted in fiscal year 20

SEC. 102. (a) No appropriation or funds made avail-1
able or authority granted pursuant to section 101 for the 2
Department of Defense shall be used for: 3
(1) the new production of items not funded for pro-4
duction in fiscal year 2024 or prior years; 5
(2) the increase in production rates above those sus-6
tained with fiscal year 2024 funds; or 7
(3) the initiation, resumption, or continuation of any 8
project, activity, operation, or organization (defined as any 9
project, subproject, activity, budget activity, program ele-10
ment, and subprogram within a program element, and for 11
any investment items defined as a P–1 line item in a budg-12
et activity within an appropriation account and an R–1 13
line item that includes a program element and subprogram 14
element within an appropriation account) for which appro-15
priations, funds, or other authority were not available dur-16
ing fiscal year 2024. 17
(b) No appropriation or funds made available or au-18
thority granted pursuant to section 101 for the Depart-19
ment of Defense shall be used to initiate multi-year pro-20
curements utilizing advance procurement funding for eco-21
nomic order quantity procurement unless specifically ap-22
propriated later. 23

SEC. 103. Appropriations made by section 101 shall 1
be available to the extent and in the manner that would 2
be provided by the pertinent appropriations Act. 3

EC. 104. Except as otherwise provided in section 4
102, no appropriation or funds made available or author-5
ity granted pursuant to section 101 shall be used to ini-6
tiate or resume any project or activity for which appro-7
priations, funds, or other authority were not available dur-8
ing fiscal year 2024. 9

EC. 105. Appropriations made and authority grant-10
ed pursuant to this Act shall cover all obligations or ex-11
penditures incurred for any project or activity during the 12
period for which funds or authority for such project or 13
activity are available under this Act. 14

EC. 106. Unless otherwise provided for in this Act 15
or in the applicable appropriations Act for fiscal year 16
2025, appropriations and funds made available and au-17
thority granted pursuant to this Act shall be available 18
until whichever of the following first occurs: 19
(1) The enactment into law of an appropriation 20
for any project or activity provided for in this Act. 21
(2) The enactment into law of the applicable 22
appropriations Act for fiscal year 2025 without any 23
provision for such project or activity. 24

SEC. 107. Expenditures made pursuant to this Act 1
shall be charged to the applicable appropriation, fund, or 2
authorization whenever a bill in which such applicable ap-3
propriation, fund, or authorization is contained is enacted 4
into law. 5

EC. 108. Appropriations made and funds made 6
available by or authority granted pursuant to this Act may 7
be used without regard to the time limitations for submis-8
sion and approval of apportionments set forth in section 9
1513 of title 31, United States Code, but nothing in this 10
Act may be construed to waive any other provision of law 11
governing the apportionment of funds. 12

EC. 109. Notwithstanding any other provision of 13
this Act, except section 106, for those programs that 14
would otherwise have high initial rates of operation or 15
complete distribution of appropriations at the beginning 16
of fiscal year 2025 because of distributions of funding to 17
States, foreign countries, grantees, or others, such high 18
initial rates of operation or complete distribution shall not 19
be made, and no grants shall be awarded for such pro-20
grams funded by this Act that would impinge on final 21
funding prerogatives. 22

EC. 110. This Act shall be implemented so that only 23
the most limited funding action of that permitted in the 24

Act shall be taken in order to provide for continuation of 1
projects and activities. 2

EC. 111. (a) For entitlements and other mandatory 3
payments whose budget authority was provided in appro-4
priations Acts for fiscal year 2024, and for activities under 5
the Food and Nutrition Act of 2008, activities shall be 6
continued at the rate to maintain program levels under 7
current law, under the authority and conditions provided 8
in the applicable appropriations Act for fiscal year 2024, 9
to be continued through the date specified in section 10
106(3). 11
(b) Notwithstanding section 106, obligations for man-12
datory payments due on or about the first day of any 13
month that begins after October 2024 but not later than 14
30 days after the date specified in section 106(3) may con-15
tinue to be made, and funds shall be available for such 16
payments. 17

EC. 112. Amounts made available under section 101 18
for civilian personnel compensation and benefits in each 19
department and agency may be apportioned up to the rate 20
for operations necessary to avoid furloughs within such de-21
partment or agency, consistent with the applicable appro-22
priations Act for fiscal year 2024, except that such author-23
ity provided under this section shall not be used until after 24
the department or agency has taken all necessary actions 25

to reduce or defer non-personnel-related administrative ex-1
penses. 2

EC. 113. Funds appropriated by this Act may be 3
obligated and expended notwithstanding section 10 of 4
Public Law 91–672 (22 U.S.C. 2412), section 15 of the 5
State Department Basic Authorities Act of 1956 (22 6
U.S.C. 2680), section 313 of the Foreign Relations Au-7
thorization Act, Fiscal Years 1994 and 1995 (22 U.S.C. 8
6212), and section 504(a)(1) of the National Security Act 9
of 1947 (50 U.S.C. 3094(a)(1)). 10

EC. 114. (a) Each amount incorporated by reference 11
in this Act that was previously designated by the Congress 12
as an emergency requirement pursuant to section 13
251(b)(2)(A)(i) of the Balanced Budget and Emergency 14
Deficit Control Act of 1985 or as being for disaster relief 15
pursuant to section 251(b)(2)(D) of such Act is des-16
ignated by the Congress as an emergency requirement 17
pursuant to section 251(b)(2)(A)(i) of such Act or as 18
being for disaster relief pursuant to section 251(b)(2)(D) 19
of such Act, respectively. 20
(b) Section 6 of Public Laws 118–42 and 118–47 21
shall apply to amounts designated in subsection (a) and 22
sections 138, 140, and 151 of this Act as an emergency 23
requirement. 24

(c) Each amount incorporated by reference in this 1
Act that was previously designated in division B of Public 2
Law 117–159, division J of Public Law 117–58, or in sec-3
tion 443(b) of division G of Public Law 117–328 by the 4
Congress as an emergency requirement pursuant to a con-5
current resolution on the budget shall continue to be treat-6
ed as an amount specified in section 103(b) of division 7
A of Public Law 118–5. 8
(d) This section shall become effective immediately 9
upon enactment of this Act, and shall remain in effect 10
through the date in section 106(3). 11

EC. 115. (a) Rescissions or cancellations of discre-12
tionary budget authority that continue pursuant to section 13
101 in Treasury Appropriations Fund Symbols (TAFS)— 14
(1) to which other appropriations are not provided 15
by this Act, but for which there is a current applicable 16
TAFS that does receive an appropriation in this Act; or 17
(2) which are no-year TAFS and receive other appro-18
priations in this Act, may be continued instead by reduc-19
ing the rate for operations otherwise provided by section 20
101 for such current applicable TAFS, as long as doing 21
so does not impinge on the final funding prerogatives of 22
the Congress. 23

(b) Rescissions or cancellations described in sub-1
section (a) shall continue in an amount equal to the lesser 2
of— 3
(1) the amount specified for rescission or cancellation 4
in the applicable appropriations Act referenced in section 5
101 of this Act; or 6
(2) the amount of balances available, as of October 7
1, 2024, from the funds specified for rescission or can-8
cellation in the applicable appropriations Act referenced 9
in section 101 of this Act. 10
(c) No later than November 18, 2024, the Director 11
of the Office of Management and Budget shall provide to 12
the Committees on Appropriations of the House of Rep-13
resentatives and the Senate a comprehensive list of the 14
rescissions or cancellations that will continue pursuant to 15
section 101: Provided, That the information in such com-16
prehensive list shall be periodically updated to reflect any 17
subsequent changes in the amount of balances available, 18
as of October 1, 2024, from the funds specified for rescis-19
sion or cancellation in the applicable appropriations Act 20
referenced in section 101, and such updates shall be trans-21
mitted to the Committees on Appropriations of the House 22
of Representatives and the Senate upon request. 23

EC. 116. Amounts made available by section 101 for 24
‘‘Farm Service Agency—Agricultural Credit Insurance 25

Fund Program Account’’ may be apportioned up to the 1
rate for operations necessary to accommodate approved 2
applications for direct and guaranteed farm ownership 3
loans, as authorized by 7 U.S.C. 1922 et seq., and direct 4
farm operating loans, as authorized by 7 U.S.C. 1941 et 5
seq. 6

EC. 117. Amounts made available by section 101 for 7
‘‘Rural Housing Service—Rural Community Facilities 8
Program Account’’ may be apportioned up to the rate for 9
operations necessary to maintain activities as authorized 10
by section 306 and described in section 381E(d)(1) of the 11
Consolidated Farm and Rural Development Act. 12

EC. 118. Amounts made available by section 101 for 13
‘‘Domestic Food Programs—Food and Nutrition Serv-14
ice—Special Supplemental Nutrition Program for Women, 15
Infants, and Children (WIC)’’ may be apportioned at the 16
rate for operations necessary to maintain participation. 17

EC. 119. Amounts made available by section 101 for 18
‘‘Domestic Food Programs—Food and Nutrition Serv-19
ice—Commodity Assistance Program’’ may be appor-20
tioned up to the rate for operations necessary to maintain 21
current program caseload in the Commodity Supplemental 22
Food Program. 23

EC. 120. Section 260 of the Agricultural Marketing 24
Act of 1946 (7 U.S.C. 1636i) and section 942 of the Live-25

stock Mandatory Reporting Act of 1999 (7 U.S.C. 1635 1
note; Public Law 106–78) shall be applied by substituting 2
the date specified in section 106(3) of this Act for ‘‘Sep-3
tember 30, 2024’’. 4

EC. 121. During the period covered by this Act, sec-5
tion 235(b) of the Sentencing Reform Act of 1984 (18 6
U.S.C. 3551 note; Public Law 98–473; 98 Stat. 2032), 7
as such section relates to chapter 311 of title 18, United 8
States Code, and the United States Parole Commission, 9
shall be applied by substituting ‘‘37’’ for ‘‘36’’ each place 10
it appears. 11

EC. 122. Notwithstanding section 104, amounts 12
made available by section 101 for ‘‘Corps of Engineers— 13
Civil—Operation and Maintenance’’ may be used up to an 14
amount not to exceed $37,600,000, adjusted for inflation 15
beginning August 1, 2024, to provide compensation for re-16
serving and operating 3.6 million acre-feet of pre-planned 17
flood storage at Hugh Keenleyside Dam to minimize the 18
flood risk in the Columbia River Basin in the United 19
States. 20

EC. 123. During the period covered by this Act, sec-21
tion 3 of Public Law 106–392 shall be applied by sub-22
stituting ‘‘2025’’ for ‘‘2024’’ each place it appears. 23

EC. 124. Notwithstanding section 106, for the dura-24
tion of fiscal year 2025, amounts made available under 25

section 601(f)(3) of the Social Security Act (42 U.S.C. 1
801(f)(3)) shall be available for any necessary expenses 2
of the Department of the Treasury Office of Inspector 3
General with respect to section 601 of such Act, subtitle 4
A of title V of division N of the Consolidated Appropria-5
tions Act of 2021, or section 3201 of the American Rescue 6
Plan Act of 2021, in addition to amounts otherwise avail-7
able for such purposes. 8

EC. 125. Notwithstanding section 101, for ‘‘Execu-9
tive Office of the President—Office of Administration— 10
Presidential Transition Administrative Support’’, there is 11
appropriated $25,000,000 for an additional amount for 12
fiscal year 2025, to remain available until September 30, 13
2025, to carry out the Presidential Transition Act of 1963 14
(3 U.S.C. 102 note) and similar expenses, in addition to 15
amounts otherwise available for such purposes: Provided, 16
That such funds may be transferred to other accounts (in-17
cluding other agencies) that provide support to offices 18
within the Executive Office of the President and the Office 19
of the Vice President, to carry out such purposes, includ-20
ing to reimburse obligations incurred prior to the enact-21
ment of this Act for such purposes. 22

EC. 126. In addition to amounts otherwise provided 23
by section 101, amounts are provided for ‘‘District of Co-24
lumbia—Federal Payment for Emergency Planning and 25

Security Costs in the District of Columbia’’ at a rate for 1
operations of $47,000,000, for an additional amount for 2
costs associated with the Presidential Inauguration to be 3
held in January 2025: Provided, That such amounts may 4
be apportioned up to the rate for operations necessary to 5
maintain emergency planning and security activities relat-6
ing to such Presidential Inauguration. 7

EC. 127. (a) The matter preceding the first proviso 8
under the heading ‘‘Federal Payment to the District of 9
Columbia Public Defender Service’’ in division B of Public 10
Law 118–47 is amended by striking ‘‘, for costs associated 11
with relocation under a replacement lease for headquarters 12
offices, field offices, and related facilities’’. 13
(b)(1) Subject to paragraph (2), subsection (a) shall 14
become effective immediately upon enactment of this Act. 15
(2) If this Act is enacted after September 30, 2024, 16
subsection (a) shall be applied as if it were in effect on 17
September 30, 2024. 18
(c) Notwithstanding section 101, the matter pre-19
ceding the first proviso under the heading ‘‘Federal Pay-20
ment to the District of Columbia Public Defender Service’’ 21
in division B of Public Law 118–47, as amended by sub-22
section (a), shall be applied as if ‘‘, of which $3,000,000 23
shall remain available until September 30, 2026’’ were 24
struck. 25

SEC. 128. Notwithstanding any other provision of 1
this Act, except section 106, the District of Columbia may 2
expend local funds made available under the heading ‘‘Dis-3
trict of Columbia—District of Columbia Funds’’ for such 4
programs and activities under the District of Columbia 5
Appropriations Act, 2024 (title IV of division B of Public 6
Law 118–47) at the rate set forth in the Fiscal Year 2025 7
Local Budget Act of 2024 (D.C. Act 25–501), as modified 8
as of the date of enactment of this Act. 9

EC. 129. (a) Notwithstanding section 101, for ‘‘Gen-10
eral Services Administration—Expenses, Presidential 11
Transition’’, there is appropriated $19,424,177, for an ad-12
ditional amount for fiscal year 2025, to remain available 13
until September 30, 2025, for necessary expenses to carry 14
out the Presidential Transition Act of 1963 (3 U.S.C. 102 15
note), of which $14,443,726 is available for activities au-16
thorized by sections 3(a)(1) through 3(a)(7) and 3(a)(10) 17
of such Act; $2,980,451 is available for activities author-18
ized by section 5 of such Act; and $2,000,000 is available 19
for activities authorized by sections 3(a)(8) and 3(a)(9) 20
of such Act: Provided, That if there are two or more pos-21
sible apparent successful candidates, each such candidate, 22
with the exception of the incumbent President, is entitled 23
to a proportional share of the appropriations made avail-24
able for activities authorized by sections 3(a)(1) through 25

3(a)(7) and 3(a)(10) and sections 3(a)(8) and 3(a)(9) of 1
such Act: Provided further, That no apparent successful 2
candidate shall receive more than $7,221,863 for activities 3
authorized by sections 3(a)(1) through 3(a)(7) and 4
3(a)(10) of such Act and $1,000,000 for activities author-5
ized by sections 3(a)(8) and 3(a)(9) of such Act: Provided 6
further, That such amounts may be transferred and cred-7
ited to the ‘‘Acquisition Services Fund’’ or the ‘‘Federal 8
Buildings Fund’’ to reimburse obligations incurred prior 9
to enactment of this Act for the purposes provided herein 10
related to the Presidential election in 2024: Provided fur-11
ther, That in the case of two or more possible apparent 12
successful candidates, after a sole apparent successful can-13
didate is determined, the remaining funds allotted to any 14
unsuccessful candidate shall be permanently rescinded: 15
Provided further, That amounts available under this sec-16
tion shall be in addition to any other amounts available 17

LASSIFICATION OF BUDGETARYEFFECTS.— 11
Notwithstanding Rule 3 of the Budget Scorekeeping 12
Guidelines set forth in the joint explanatory statement of 13
the committee of conference accompanying Conference Re-14
port 105–217 and section 250(c)(8) of the Balanced 15
Budget and Emergency Deficit Control Act of 1985, the 16
budgetary effects of this division shall not be estimated— 17
(1) for purposes of section 251 of such Act; 18
(2) for purposes of an allocation to the Com-19
mittee on Appropriations pursuant to section 302(a) 20
of the Congressional Budget Act of 1974; and 21
(3) for purposes of paragraph (4)(C) of section 22
3 of the Statutory Pay-As-You-Go Act of 2010 as 23
being included in an appropriation Act. 24
