tion; which was referred to the House Calendar and ordered to be printed 
RESOLUTION 
Providing for consideration of the bill (H.R. 2799) to make 
reforms to the capital markets of the United States, 
and for other purposes, and providing for consideration 
of the bill (H.R. 7511) to require the Secretary of Home-
land Security to take into custody aliens who have been 
charged in the United States with theft, and for other 
purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3

the Whole House on the state of the Union for consider-1
ation of the bill (H.R. 2799) to make reforms to the cap-2
ital markets of the United States, and for other purposes. 3
The first reading of the bill shall be dispensed with. All 4
points of order against consideration of the bill are waived. 5
General debate shall be confined to the bill and shall not 6
exceed one hour equally divided and controlled by the chair 7
and ranking minority member of the Committee on Finan-8
cial Services or their respective designees. After general 9
debate the bill shall be considered for amendment under 10
the five-minute rule. The amendment in the nature of a 11
substitute recommended by the Committee on Financial 12
Services now printed in the bill, modified by the amend-13
ment printed in part A of the report of the Committee 14
on Rules accompanying this resolution, shall be considered 15
as adopted in the House and in the Committee of the 16
Whole. The bill, as amended, shall be considered as read. 17
All points of order against provisions in the bill, as amend-18
ed, are waived. No further amendment to the bill, as 19
amended, shall be in order except those printed in part 20
B of the report of the Committee on Rules. Each such 21
further amendment may be offered only in the order print-22
ed in the report, may be offered only by a Member des-23
ignated in the report, shall be considered as read, shall 24
be debatable for the time specified in the report equally 25

divided and controlled by the proponent and an opponent, 1
shall not be subject to amendment, and shall not be sub-2
ject to a demand for division of the question in the House 3
or in the Committee of the Whole. All points of order 4
against such further amendments are waived. At the con-5
clusion of consideration of the bill for amendment the 6
Committee shall rise and report the bill, as amended, to 7
the House with such further amendments as may have 8
been adopted. The previous question shall be considered 9
as ordered on the bill, as amended, and on any further 10
amendment thereto to final passage without intervening 11
motion except one motion to recommit. 12
