Providing for consideration of the bill (H.R. 8034) making 
emergency supplemental appropriations to respond to the 
situation in Israel and for related expenses for the fiscal 
year ending September 30, 2024, and for other purposes;

for the fiscal year ending September 30, 2024, and for 
other purposes; providing for consideration of the bill 
(H.R. 8036) making emergency supplemental appropria-
tions for assistance for the Indo-Pacific region and for 
related expenses for the fiscal year ending September 
30, 2024, and for other purposes; providing for consider-
ation of the bill (H.R. 8038) to authorize the President 
to impose certain sanctions with respect to Russia and 
Iran, and for other purposes; and providing for the con-
currence by the House in the Senate amendment to 
H.R. 815, with an amendment. 
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2
8034) making emergency supplemental appropriations to 3
respond to the situation in Israel and for related expenses 4
for the fiscal year ending September 30, 2024, and for 5
other purposes. All points of order against consideration 6
of the bill are waived. The bill shall be considered as read. 7
All points of order against provisions in the bill are 8
waived. The previous question shall be considered as or-9
dered on the bill and on any amendment thereto to final 10
passage without intervening motion except: (1) 30 minutes 11
of debate equally divided and controlled by the chair and 12
ranking minority member of the Committee on Appropria-13
tions or their respective designees; and (2) one motion to 14

SEC. 2. At any time after adoption of this resolution 1
the Speaker may, pursuant to clause 2(b) of rule XVIII, 2
declare the House resolved into the Committee of the 3
Whole House on the state of the Union for consideration 4
of the bill (H.R. 8035) making emergency supplemental 5
appropriations to respond to the situation in Ukraine and 6
for related expenses for the fiscal year ending September 7
30, 2024, and for other purposes. The first reading of the 8
bill shall be dispensed with. All points of order against 9
consideration of the bill are waived. General debate shall 10
be confined to the bill and shall not exceed 30 minutes 11
equally divided and controlled by the chair and ranking 12
minority member of the Committee on Appropriations or 13
their respective designees. After general debate the bill 14
shall be considered for amendment under the five-minute 15
rule. The amendment printed in part A of the report of 16
the Committee on Rules accompanying this resolution 17
shall be considered as adopted in the House and in the 18
Committee of the Whole. The bill, as amended, shall be 19
considered as read. All points of order against provisions 20
in the bill, as amended, are waived. No further amendment 21
to the bill, as amended, shall be in order except those 22
printed in part B of the report of the Committee on Rules. 23

EC. 5. During consideration of H.R. 8035 and H.R. 7
8038, the Chair may entertain a motion that the Com-8
mittee rise only if offered by the Majority Leader or his 9
designee. The Chair may not entertain a motion to strike 10
out the enacting words of the bill (as described in clause 11
9 of rule XVIII). 12

EC. 6. (a) Upon disposition of the bills specified in 13
subsection (d), the House shall be considered to have 14
taken from the Speaker’s table the bill (H.R. 815) to 15
amend title 38, United States Code, to make certain im-16
provements relating to the eligibility of veterans to receive 17
reimbursement for emergency treatment furnished 18
through the Veterans Community Care program, and for 19
other purposes, with the Senate amendment thereto, and 20
to have concurred in the Senate amendment with an 21
amendment inserting the respective texts of all bills speci-22
fied in subsection (d), as passed by the House, in lieu of 23
the matter proposed to be inserted by the Senate. 24

(b) In the engrossment of the House amendment to 1
the Senate amendment to H.R. 815, the Clerk shall — 2
(1) assign appropriate designations to provi-3
sions within the engrossment; 4
(2) conform cross-references and provisions for 5
short titles within the engrossment; 6
(3) be authorized to make technical corrections, 7
to include corrections in spelling, punctuation, page 8
and line numbering, section numbering, and inser-9
tion of appropriate headings; and 10
(4) relocate section 3 in the matter preceding 11
division A of the text of H.R. 8038 to a new section 12
immediately prior to Division A within the engross-13
ment. 14
(c) Upon transmission to the Senate of a message 15
that the House has concurred in the Senate amendment 16
to H.R. 815 with an amendment, the bills specified in sub-17
section (d) that have passed the House shall be laid on 18
the table. 19
(d) The bills referred to in subsections (a) and (c) 20
are as follows: H.R. 8034, H.R. 8035, H.R. 8036, and 21
H.R. 8038. 22
