Providing for consideration of the bill (H.R. 6192) to amend the Energy 
Policy and Conservation Act to prohibit the Secretary of Energy from 
prescribing any new or amended energy conservation standard for a 
product that is not technologically feasible and economically justified, 
and for other purposes; providing for consideration of the bill (H.R. 
7109) to require a citizenship question on the decennial census, to 
require reporting on certain census statistics, and to modify apportion-
ment of Representatives to be based on United States citizens instead 
of all persons; providing for consideration of the joint resolution (H.J. 
Res. 109) providing for congressional disapproval under chapter 8 of 
title 5, United States Code, of the rule submitted by the Securities 
and Exchange Commission relating to ‘‘Staff Accounting Bulletin No. 
121’’; and providing for consideration of the bill (H.R. 2925) to amend 
the Omnibus Budget Reconciliation Act of 1993 to provide for security 
of tenure for use of mining claims for ancillary activities, and for other 
purposes.

the bill (H.R. 7109) to require a citizenship question 
on the decennial census, to require reporting on certain

resentatives to be based on United States citizens instead 
of all persons; providing for consideration of the joint 
resolution (H.J. Res. 109) providing for congressional 
disapproval under chapter 8 of title 5, United States 
Code, of the rule submitted by the Securities and Ex-
change Commission relating to ‘‘Staff Accounting Bul-
letin No. 121’’; and providing for consideration of the 
bill (H.R. 2925) to amend the Omnibus Budget Rec-
onciliation Act of 1993 to provide for security of tenure 
for use of mining claims for ancillary activities, and 
for other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 6192) to amend the Energy Policy 5
and Conservation Act to prohibit the Secretary of Energy 6
from prescribing any new or amended energy conservation 7
standard for a product that is not technologically feasible 8
and economically justified, and for other purposes. The 9
first reading of the bill shall be dispensed with. All points 10
of order against consideration of the bill are waived. Gen-11
eral debate shall be confined to the bill and shall not ex-12

and ranking minority member of the Committee on En-2
ergy and Commerce or their respective designees. After 3
general debate the bill shall be considered for amendment 4
under the five-minute rule. The amendment in the nature 5
of a substitute recommended by the Committee on Energy 6
and Commerce now printed in the bill shall be considered 7
as adopted in the House and in the Committee of the 8
Whole. The bill, as amended, shall be considered as the 9
original bill for the purpose of further amendment under 10
the five-minute rule and shall be considered as read. All 11
points of order against provisions in the bill, as amended, 12
are waived. No further amendment to the bill, as amended, 13
shall be in order except those printed in the report of the 14
Committee on Rules accompanying this resolution. Each 15
such further amendment may be offered only in the order 16
printed in the report, may be offered only by a Member 17
designated in the report, shall be considered as read, shall 18
be debatable for the time specified in the report equally 19
divided and controlled by the proponent and an opponent, 20
shall not be subject to amendment, and shall not be sub-21
ject to a demand for division of the question in the House 22
or in the Committee of the Whole. All points of order 23
against such further amendments are waived. At the con-24
clusion of consideration of the bill for amendment the 25

Committee shall rise and report the bill, as amended, to 1
the House with such further amendments as may have 2
been adopted. The previous question shall be considered 3
as ordered on the bill, as amended, and on any further 4
amendment thereto to final passage without intervening 5
motion except one motion to recommit. 6

SEC. 3. Upon adoption of this resolution it shall be 1
in order to consider in the House the joint resolution (H.J. 2
Res. 109) providing for congressional disapproval under 3
chapter 8 of title 5, United States Code, of the rule sub-4
mitted by the Securities and Exchange Commission relat-5
ing to ‘‘Staff Accounting Bulletin No. 121’’. All points of 6
order against consideration of the joint resolution are 7
waived. The joint resolution shall be considered as read. 8
All points of order against provisions in the joint resolu-9
tion are waived. The previous question shall be considered 10
as ordered on the joint resolution and on any amendment 11
thereto to final passage without intervening motion except: 12
(1) one hour of debate equally divided and controlled by 13
the chair and ranking minority member of the Committee 14
on Financial Services or their respective designees; and 15
