of regulation of digital assets by the Commodity Futures Trading Com-
mission and the Securities and Exchange Commission, and for other 
purposes; providing for consideration of the bill (H.R. 5403) to amend 
the Federal Reserve Act to prohibit the Federal reserve banks from 
offering certain products or services directly to an individual, to prohibit 
the use of central bank digital currency for monetary policy, and for 
other purposes; and providing for consideration of the bill (H.R. 192) 
to prohibit individuals who are not citizens of the United States from 
voting in elections in the District of Columbia.

tion; which was referred to the House Calendar and ordered to be printed 
RESOLUTION 
Providing for consideration of the bill (H.R. 4763) to provide 
for a system of regulation of digital assets by the Com-
modity Futures Trading Commission and the Securities 
and Exchange Commission, and for other purposes; pro-
viding for consideration of the bill (H.R. 5403) to amend 
the Federal Reserve Act to prohibit the Federal reserve 
banks from offering certain products or services directly 
to an individual, to prohibit the use of central bank 
digital currency for monetary policy, and for other pur-

poses; and providing for consideration of the bill (H.R. 
192) to prohibit individuals who are not citizens of the 
United States from voting in elections in the District 
of Columbia. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 4763) to provide for a system of 5
regulation of digital assets by the Commodity Futures 6
Trading Commission and the Securities and Exchange 7
Commission, and for other purposes. The first reading of 8
the bill shall be dispensed with. All points of order against 9
consideration of the bill are waived. General debate shall 10
be confined to the bill and shall not exceed one hour equal-11
ly divided and controlled by the chair and ranking minor-12
ity member of the Committee on Financial Services or 13
their respective designees. After general debate the bill 14
shall be considered for amendment under the five-minute 15
rule. In lieu of the amendments in the nature of a sub-16
stitute recommended by the Committees on Agriculture 17
and Financial Services now printed in the bill, an amend-18
ment in the nature of a substitute consisting of the text 19
of Rules Committee Print 118–33, modified by the amend-20
ment printed in part A of the report of the Committee 21
on Rules accompanying this resolution, shall be considered 22

as adopted in the House and in the Committee of the 1
Whole. The bill, as amended, shall be considered as the 2
original bill for the purpose of further amendment under 3
the five-minute rule and shall be considered as read. All 4
points of order against provisions in the bill, as amended, 5
are waived. No further amendment to the bill, as amended, 6
shall be in order except those printed in part B of the 7
report of the Committee on Rules. Each such further 8
amendment may be offered only in the order printed in 9
the report, may be offered only by a Member designated 10
in the report, shall be considered as read, shall be debat-11
able for the time specified in the report equally divided 12
and controlled by the proponent and an opponent, shall 13
not be subject to amendment, and shall not be subject to 14
a demand for division of the question in the House or in 15
the Committee of the Whole. All points of order against 16
such further amendments are waived. At the conclusion 17
of consideration of the bill for amendment the Committee 18
shall rise and report the bill, as amended, to the House 19
with such further amendments as may have been adopted. 20
The previous question shall be considered as ordered on 21
the bill, as amended, and on any further amendment 22
thereto to final passage without intervening motion except 23
one motion to recommit. 24

SEC. 2. At any time after adoption of this resolution 1
