States’ ’’; and providing for consideration of the bill (S. 619) to require 
the Director of National Intelligence to declassify information relating 
to the origin of COVID–19, and for other purposes.

RESOLUTION 
Providing for consideration of the bill (H.R. 140) to amend 
title 5, United States Code, to prohibit Federal employ-
ees from advocating for censorship of viewpoints in their 
official capacity, and for other purposes; providing for 
consideration of the joint resolution (H.J. Res. 27) pro-
viding for congressional disapproval under chapter 8 of 
title 5, United States Code, of the rule submitted by

partment of Defense and the Environmental Protection 
Agency relating to ‘‘Revised Definition of ‘Waters of 
the United States’’’; and providing for consideration of 
the bill (S. 619) to require the Director of National 
Intelligence to declassify information relating to the ori-
gin of COVID–19, and for other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 140) to amend title 5, United States 5
Code, to prohibit Federal employees from advocating for 6
censorship of viewpoints in their official capacity, and for 7
other purposes. The first reading of the bill shall be dis-8
pensed with. All points of order against consideration of 9
the bill are waived. General debate shall be confined to 10
the bill and shall not exceed one hour equally divided and 11
controlled by the chair and ranking minority member of 12
the Committee on Oversight and Accountability or their 13
respective designees. After general debate the bill shall be 14
considered for amendment under the five-minute rule. In 15
lieu of the amendment in the nature of a substitute rec-16
ommended by the Committee on Oversight and Account-17
ability now printed in the bill, it shall be in order to con-18
sider as an original bill for the purpose of amendment 19
under the five-minute rule an amendment in the nature 20

of a substitute consisting of the text of Rules Committee 1
Print 118-1. That amendment in the nature of a sub-2
stitute shall be considered as read. All points of order 3
against that amendment in the nature of a substitute are 4
waived. No amendment to that amendment in the nature 5
of a substitute shall be in order except those printed in 6
the report of the Committee on Rules accompanying this 7
resolution. Each such amendment may be offered only in 8
the order printed in the report, may be offered only by 9
a Member designated in the report, shall be considered 10
as read, shall be debatable for the time specified in the 11
report equally divided and controlled by the proponent and 12
an opponent, shall not be subject to amendment, and shall 13
not be subject to a demand for division of the question 14
in the House or in the Committee of the Whole. All points 15
of order against such amendments are waived. At the con-16
clusion of consideration of the bill for amendment the 17
Committee shall rise and report the bill to the House with 18
such amendments as may have been adopted. Any Member 19
may demand a separate vote in the House on any amend-20
ment adopted in the Committee of the Whole to the bill 21
or to the amendment in the nature of a substitute made 22
in order as original text. The previous question shall be 23
considered as ordered on the bill and amendments thereto 24

to final passage without intervening motion except one 1

EC. 2. Upon adoption of this resolution it shall be 3
in order to consider in the House the joint resolution (H.J. 4
Res. 27) providing for congressional disapproval under 5
chapter 8 of title 5, United States Code, of the rule sub-6
mitted by the Department of the Army, Corps of Engi-7
neers, Department of Defense and the Environmental Pro-8
tection Agency relating to ‘‘Revised Definition of ‘Waters 9
of the United States’’’. All points of order against consid-10
eration of the joint resolution are waived. The joint resolu-11
tion shall be considered as read. All points of order against 12
provisions in the joint resolution are waived. The previous 13
question shall be considered as ordered on the joint resolu-14
tion and on any amendment thereto to final passage with-15
out intervening motion except: (1) one hour of debate 16
equally divided and controlled by the chair and ranking 17
minority member of the Committee on Transportation and 18
Infrastructure or their respective designees; and (2) one 19
motion to recommit. 20

EC. 3. Upon adoption of this resolution it shall be 21
in order to consider in the House the bill (S. 619) to re-22
quire the Director of National Intelligence to declassify in-23
formation relating to the origin of COVID–19, and for 24

EC. 4. The provisions of section 7 of the War Powers 10
Resolution (50 U.S.C. 1546) shall not apply to a concur-11
rent resolution introduced during the first session of the 12
One Hundred Eighteenth Congress pursuant to section 5 13
of the War Powers Resolution (50 U.S.C. 1544) with re-14
spect to Syria. 15

EC. 5. If a veto message is laid before the House 16
on House Joint Resolution 30, then after the message is 17
read and the objections of the President are spread at 18
large upon the Journal, further consideration of the veto 19
message and the joint resolution shall be postponed until 20
the legislative day of March 23, 2023; and on that legisla-21
tive day, the House shall proceed to the constitutional 22
question of reconsideration and dispose of such question 23
without intervening motion. 24
