tion; which was referred to the House Calendar and ordered to be printed
RESOLUTION
Providing for consideration of the bill (H.R. 5) to ensure
the rights of parents are honored and protected in the
Nation’s public schools.
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 5) to ensure the rights of parents 5
are honored and protected in the Nation’s public schools. 6
The first reading of the bill shall be dispensed with. All 7

points of order against consideration of the bill are waived. 1
General debate shall be confined to the bill and shall not 2
exceed two hours equally divided and controlled by the 3
chair and ranking minority member of the Committee on 4
Education and the Workforce or their respective des-5
ignees. After general debate the bill shall be considered 6
for amendment under the five-minute rule. In lieu of the 7
amendment in the nature of a substitute recommended by 8
the Committee on Education and the Workforce now 9
printed in the bill, it shall be in order to consider as an 10
original bill for the purpose of amendment under the five- 11
minute rule an amendment in the nature of a substitute 12
consisting of the text of Rules Committee Print 118-2. 13
That amendment in the nature of a substitute shall be 14
considered as read. All points of order against that amend-15
ment in the nature of a substitute are waived. No amend-16
ment to that amendment in the nature of a substitute 17
shall be in order except those printed in the report of the 18
Committee on Rules accompanying this resolution. Each 19
such amendment may be offered only in the order printed 20
in the report, may be offered only by a Member designated 21
in the report, shall be considered as read, shall be debat-22
able for the time specified in the report equally divided 23
and controlled by the proponent and an opponent, shall 24
not be subject to amendment, and shall not be subject to 25

a demand for division of the question in the House or in 1
the Committee of the Whole. All points of order against 2
such amendments are waived. At the conclusion of consid-3
eration of the bill for amendment the Committee shall rise 4
and report the bill to the House with such amendments 5
as may have been adopted. Any Member may demand a 6
separate vote in the House on any amendment adopted 7
in the Committee of the Whole to the bill or to the amend-8
ment in the nature of a substitute made in order as origi-9
nal text. The previous question shall be considered as or-10
dered on the bill and amendments thereto to final passage 11
without intervening motion except one motion to recom-12
mit. 13
