The first reading of the bill shall be dis-7 pensed with. All points of order against consideration of 8 the bill are waived. General debate shall be confined to 9 the bill and amendments specified in this section and shall 10 not exceed one hour equally divided and controlled by the 11 chair and ranking minority member of the Committee on 12 Armed Services or their respective designees. After general 13 debate the bill shall be considered for amendment under 14 the five-minute rule. In lieu of the amendment in the na-15 ture of a substitute recommended by the Committee on 16 Armed Services now printed in the bill, an amendment in 17 the nature of a substitute consisting of the text of Rules 18 Committee Print 118-10, modified by the amendment 19 printed in part A of the report of the Committee on Rules 20 accompanying this resolution, shall be considered as 21 adopted in the House and in the Committee of the Whole. 22 The bill, as amended, shall be considered as the original 23 bill for the purpose of further amendment under the five- 24 minute rule and shall be considered as read.
