RESOLUTION
Providing for consideration of the bill (H.R. 2670) to author-
ize appropriations for fiscal year 2024 for military activi-
ties of the Department of Defense and for military con-
struction, and for defense activities of the Department
of Energy, to prescribe military personnel strengths for
such fiscal year, and for other purposes.
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3

the Whole House on the state of the Union for consider-1
ation of the bill (H.R. 2670) to authorize appropriations 2
for fiscal year 2024 for military activities of the Depart-3
ment of Defense and for military construction, and for de-4
fense activities of the Department of Energy, to prescribe 5
military personnel strengths for such fiscal year, and for 6
other purposes. The first reading of the bill shall be dis-7
pensed with. All points of order against consideration of 8
the bill are waived. General debate shall be confined to 9
the bill and amendments specified in this section and shall 10
not exceed one hour equally divided and controlled by the 11
chair and ranking minority member of the Committee on 12
Armed Services or their respective designees. After general 13
debate the bill shall be considered for amendment under 14
the five-minute rule. In lieu of the amendment in the na-15
ture of a substitute recommended by the Committee on 16
Armed Services now printed in the bill, an amendment in 17
the nature of a substitute consisting of the text of Rules 18
Committee Print 118-10, modified by the amendment 19
printed in part A of the report of the Committee on Rules 20
accompanying this resolution, shall be considered as 21
adopted in the House and in the Committee of the Whole. 22
The bill, as amended, shall be considered as the original 23
bill for the purpose of further amendment under the five- 24
minute rule and shall be considered as read. All points 25

of order against provisions in the bill, as amended, are 1
waived. 2

EC. 2. (a) No further amendment to the bill, as 3
amended, shall be in order except those printed in part 4
B of the report of the Committee on Rules accompanying 5
this resolution and amendments en bloc described in sec-6
tion 3 of this resolution. 7
(b) Each further amendment printed in part B of the 8
report of the Committee on Rules shall be considered only 9
in the order printed in the report, may be offered only 10
by a Member designated in the report, shall be considered 11
as read, shall be debatable for the time specified in the 12
report equally divided and controlled by the proponent and 13
an opponent, shall not be subject to amendment, and shall 14
not be subject to a demand for division of the question 15
in the House or in the Committee of the Whole. 16
(c) All points of order against the further amend-17
ments printed in part B of the report of the Committee 18
on Rules or amendments en bloc described in section 3 19
of this resolution are waived. 20

EC. 3. It shall be in order at any time for the chair 21
of the Committee on Armed Services or his designee to 22
offer amendments en bloc consisting of amendments print-23
ed in part B of the report of the Committee on Rules ac-24

ments en bloc offered pursuant to this section shall be con-1
sidered as read, shall be debatable for 40 minutes equally 2
divided and controlled by the chair and ranking minority 3
member of the Committee on Armed Services or their re-4
spective designees, shall not be subject to amendment, and 5
shall not be subject to a demand for division of the ques-6
tion in the House or in the Committee of the Whole. 7

EC. 4. At the conclusion of consideration of the bill 8
for amendment pursuant to this resolution, the Committee 9
of the Whole shall rise without motion. No further consid-10
eration of the bill shall be in order except pursuant to a 11
subsequent order of the House. 12
