RESOLUTION 
Providing for further consideration of the bill (H.R. 2670) 
to authorize appropriations for fiscal year 2024 for mili-
tary activities of the Department of Defense and for 
military construction, and for defense activities of the 
Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3

the Whole House on the state of the Union for further 1
consideration of the bill (H.R. 2670) to authorize appro-2
priations for fiscal year 2024 for military activities of the 3
Department of Defense and for military construction, and 4
for defense activities of the Department of Energy, to pre-5
scribe military personnel strengths for such fiscal year, 6
and for other purposes. 7

EC. 2. (a) No further amendment to the bill, as 8
amended, shall be in order except those printed in the re-9
port of the Committee on Rules accompanying this resolu-10
tion and amendments en bloc described in section 3 of this 11
resolution. 12
(b) Each further amendment printed in the report of 13
the Committee on Rules shall be considered only in the 14
order printed in the report, may be offered only by a Mem-15
ber designated in the report, shall be considered as read, 16
shall be debatable for the time specified in the report 17
equally divided and controlled by the proponent and an 18
opponent, shall not be subject to amendment, and shall 19
not be subject to a demand for division of the question 20
in the House or in the Committee of the Whole. 21
(c) All points of order against the further amend-22
ments printed in the report of the Committee on Rules 23
or amendments en bloc described in section 3 of this reso-24
lution are waived. 25

SEC. 3. It shall be in order at any time for the chair 1
of the Committee on Armed Services or his designee to 2
offer amendments en bloc consisting of amendments print-3
ed in the report of the Committee on Rules accompanying 4
this resolution not earlier disposed of. Amendments en 5
bloc offered pursuant to this section shall be considered 6
as read, shall be debatable for 30 minutes equally divided 7
and controlled by the chair and ranking minority member 8
of the Committee on Armed Services or their respective 9
designees, shall not be subject to amendment, and shall 10
not be subject to a demand for division of the question 11
in the House or in the Committee of the Whole. 12

EC. 4. At the conclusion of consideration of the bill 13
for amendment the Committee shall rise and report the 14
bill, as amended, to the House with such further amend-15
ments as may have been adopted. The previous question 16
shall be considered as ordered on the bill, as amended, 17
and on any further amendment thereto to final passage 18
without intervening motion except one motion to recom-19
mit. 20
