Providing for consideration of the bill (H.R. 4365) making 
appropriations for the Department of Defense for the 
fiscal year ending September 30, 2024, and for other 
purposes; providing for consideration of the bill (H.R. 
4367) making appropriations for the Department of 
Homeland Security for the fiscal year ending September

tion, and Related Agencies programs for the fiscal year 
ending September 30, 2024, and for other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 4365) making appropriations for 5
the Department of Defense for the fiscal year ending Sep-6
tember 30, 2024, and for other purposes. The first reading 7
of the bill shall be dispensed with. All points of order 8
against consideration of the bill are waived. General de-9
bate shall be confined to the bill and shall not exceed one 10
hour equally divided and controlled by the chair and rank-11
ing minority member of the Committee on Appropriations 12
or their respective designees. After general debate the bill 13
shall be considered for amendment under the five-minute 14
rule. The bill shall be considered as read. All points of 15
order against provisions in the bill are waived. 16
