Providing for consideration of the bill (H.R. 5692) making 
supplemental appropriations for the fiscal year ending 
September 30, 2024, and for other purposes; providing 
for further consideration of the bill (H.R. 4365) making 
appropriations for the Department of Defense for the 
fiscal year ending September 30, 2024, and for other 
purposes; and providing for further consideration of the 
bill (H.R. 4367) making appropriations for the Depart-

Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2
5692) making supplemental appropriations for the fiscal 3
year ending September 30, 2024, and for other purposes. 4
All points of order against consideration of the bill are 5
waived. The bill shall be considered as read. All points of 6
order against provisions in the bill are waived. The pre-7
vious question shall be considered as ordered on the bill 8
and on any amendment thereto to final passage without 9
intervening motion except: (1) 30 minutes of debate equal-10
ly divided and controlled by the chair and ranking minor-11
ity member of the Committee on Appropriations or their 12
respective designees; and (2) one motion to recommit. 13

EC. 2. During further consideration of the bill (H.R. 14
4365) making appropriations for the Department of De-15
fense for the fiscal year ending September 30, 2024, and 16
for other purposes, pursuant to House Resolution 723, the 17
further amendment specified in section 3 shall be consid-18
ered as adopted. 19

EC. 3. The amendments referred to in section 2 is 20
as follows: 21
(1) ‘‘On Page 10, line 19, after the dollar 22
amount, insert ‘‘(reduced by $300,000,000)’’; and 23
(2) ‘‘Strike section 8104.’’. 24

SEC. 4. During further consideration of the bill (H.R. 1
4367) making appropriations for the Department of 2
Homeland Security for the fiscal year ending September 3
30, 2024, and for other purposes, pursuant to House Res-4
olution 723, the further amendment specified in section 5
5 shall be considered as adopted. 6

EC. 5. The amendment referred to in section 4 is 7
as follows: 8
‘‘Strike section 406 and strike section 407 and 9
insert SEC.lll. Notwithstanding the numerical 10
limitation set forth in section 214(g)(1)(B) of the 11
Immigration and Nationality Act (8 U.S.C. 12
1184(g)(1)(B)), the Secretary of Homeland Secu-13
rity, after consultation with the Secretary of Labor, 14
and upon determining that the needs of American 15
businesses cannot be satisfied during fiscal year 16
2024 with United States workers who are willing, 17
qualified, and able to perform temporary non-18
agricultural labor, may increase the total number of 19
aliens who may receive a visa under section 20
101(a)(15)(H)(ii)(b) of such Act (8 U.S.C. 21
1101(a)(15)(H)(ii)(b)) in such fiscal year above such 22
limitation by not more than the highest number of 23
H–2B nonimmigrants who participated in the H–2B 24
returning worker program in any fiscal year in 25
