(Regulation B)’’.

RESOLUTION 
Providing for consideration of the bill (H.R. 5283) to pro-
hibit the use of Federal funds to provide housing to 
specified aliens on any land under the administrative 
jurisdiction of the Federal land management agencies; 
providing for consideration of the bill (H.R. 5961) to 
freeze certain Iranian funds involved in the 2023 hostage

deal between the United States and Iran, and for other 
purposes; and providing for consideration of the joint 
resolution (S. J. Res. 32) providing for congressional 
disapproval under chapter 8 of title 5, United States 
Code, of the rule submitted by the Bureau of Consumer 
Financial Protection relating to ‘‘Small Business Lend-
ing Under the Equal Credit Opportunity Act (Regulation 
B)’’. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 5283) to prohibit the use of Federal 5
funds to provide housing to specified aliens on any land 6
under the administrative jurisdiction of the Federal land 7
management agencies. The first reading of the bill shall 8
be dispensed with. All points of order against consider-9
ation of the bill are waived. General debate shall be con-10
fined to the bill and shall not exceed one hour equally di-11
vided and controlled by the chair and ranking minority 12
member of the Committee on Natural Resources or their 13
respective designees. After general debate the bill shall be 14
considered for amendment under the five-minute rule. In 15
lieu of the amendment in the nature of a substitute rec-16
ommended by the Committee on Natural Resources now 17
printed in the bill, an amendment in the nature of a sub-18
stitute consisting of the text of Rules Committee Print 19

118–15 shall be considered as adopted in the House and 1
in the Committee of the Whole. The bill, as amended, shall 2
be considered as the original bill for the purpose of further 3
amendment under the five-minute rule and shall be consid-4
ered as read. All points of order against provisions in the 5
bill, as amended, are waived. No further amendment to 6
the bill, as amended, shall be in order except those printed 7
in part A of the report of the Committee on Rules accom-8
panying this resolution. Each such further amendment 9
may be offered only in the order printed in the report, 10
may be offered only by a Member designated in the report, 11
shall be considered as read, shall be debatable for the time 12
specified in the report equally divided and controlled by 13
the proponent and an opponent, shall not be subject to 14
amendment, and shall not be subject to a demand for divi-15
sion of the question in the House or in the Committee 16
of the Whole. All points of order against such further 17
amendments are waived. At the conclusion of consider-18
ation of the bill for amendment the Committee shall rise 19
and report the bill, as amended, to the House with such 20
further amendments as may have been adopted. The pre-21
vious question shall be considered as ordered on the bill, 22
as amended, and on any further amendment thereto to 23
final passage without intervening motion except one mo-24
tion to recommit. 25

SEC. 2. At any time after adoption of this resolution 1
the Speaker may, pursuant to clause 2(b) of rule XVIII, 2
declare the House resolved into the Committee of the 3
Whole House on the state of the Union for consideration 4
of the bill (H.R. 5961) to freeze certain Iranian funds in-5
volved in the 2023 hostage deal between the United States 6
and Iran, and for other purposes. The first reading of the 7
bill shall be dispensed with. All points of order against 8
consideration of the bill are waived. General debate shall 9
be confined to the bill and shall not exceed one hour equal-10
ly divided and controlled by the chair and ranking minor-11
ity member of the Committee on Foreign Affairs or their 12
respective designees. After general debate the bill shall be 13
considered for amendment under the five-minute rule. In 14
lieu of the amendment recommended by the Committee 15
on Foreign Affairs now printed in the bill, an amendment 16
in the nature of a substitute consisting of the text of Rules 17
Committee Print 118-14, modified by the amendment 18
printed in part B of the report of the Committee on Rules 19
accompanying this resolution, shall be considered as 20
adopted in the House and in the Committee of the Whole. 21
The bill, as amended, shall be considered as the original 22
bill for the purpose of further amendment under the five- 23
minute rule and shall be considered as read. All points 24
of order against provisions in the bill, as amended, are 25

shall be in order except those printed in part C of the 2
report of the Committee on Rules. Each such further 3
