To direct the Secretary of Veterans Affairs to update the
payment system of the Department of Veterans Affairs
to allow for electronic fund transfer of educational assist-
ance, administered by the Secretary, to a foreign institu-
tion of higher education, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. PAYMENT OF VA EDUCATIONAL ASSISTANCE 3
VIA ELECTRONIC FUND TRANSFER TO A FOR-4
EIGN INSTITUTION OF HIGHER EDUCATION. 5
Not later than 90 days after the date of the enact-6
ment of this Act, the Secretary of Veterans Affairs shall 7

update the payment system of the Department of Veterans 1
Affairs to allow for electronic fund transfer of educational 2
assistance, administered by the Secretary, to a foreign in-3
stitution of higher education that— 4
(1) provides an approved course of education to 5
an eligible recipient of such assistance; and 6
(2) does not have— 7
(A) an employer identification number; or 8
(B) an account with a domestic bank. 9
