Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Cattle Fever Tick 4 Eradication Program Enhancement Act of 2023’’. 5 SEC. 2. CATTLE FEVER TICK ERADICATION PROGRAM RE-6 VIEW AND REPORT. 7 (a) D EFINITIONS.—In this section: 8 (1) C OVERED INSTITUTION .—The term ‘‘cov-9 ered institution’’ means— 10 VerDate Sep 11 2014 21:26 Jun 26, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1836.IS S1836 kjohnson on DSK79L0C42PROD with BILLS 2 •S 1836 IS (A) a land-grant college or university; and 1 (B) a non-land-grant college of agriculture. 2 (2) L AND-GRANT COLLEGE OR UNIVERSITY .— 3 The term ‘‘land-grant college or university’’ has the 4 meaning given the term in section 1404 of the Na-5 tional Agricultural Research, Extension, and Teach-6 ing Policy Act of 1977 (7 U.S.C. 3103). 7 (3) N ON-LAND-GRANT COLLEGE OF AGRI -8 CULTURE.—The term ‘‘non-land-grant college of ag-9 riculture’’ has the meaning given the term in section 10 1404 of the National Agricultural Research, Exten-11 sion, and Teaching Policy Act of 1977 (7 U.S.C. 12 3103). 13 (4) P ROGRAM.—The term ‘‘Program’’ means 14 the Cattle Fever Tick Eradication Program carried 15 out by the Animal and Plant Health Inspection 16 Service in coordination with the Texas Animal 17 Health Commission. 18 (5) S ECRETARY.—The term ‘‘Secretary’’ means 19 the Secretary of Agriculture. 20 (b) P ROGRAMREVIEW.— 21 (1) I N GENERAL.—Not later than 1 year after 22 the date of enactment of this Act, the Secretary 23 shall offer to enter into a contract with a covered in-24 stitution to conduct a review of the Program. 25 VerDate Sep 11 2014 21:26 Jun 26, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1836.IS S1836 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1836 IS (2) REVIEW ELEMENTS.—The review conducted 1 under paragraph (1) shall include an evaluation of— 2 (A) the effectiveness of the Program in 3 preventing and reducing the spread of cattle 4 fever ticks; 5 (B) with respect to cattle producers— 6 (i) the benefits of the Program; and 7 (ii) the burden of compliance with the 8 Program; 9 (C) the treatment protocols developed and 10 implemented under the Program; and 11 (D) the Federal and State funds allocated 12 to support the Program for the most recent fis-13 cal year, including the funds allocated to each 14 research project associated with the Program. 15 (c) R EPORT.—Not later than 1 year after the date 16 on which the Secretary and a covered institution enter into 17 a contract under subsection (b)(1), the Secretary shall 18 submit to the Committee on Agriculture, Nutrition, and 19 Forestry of the Senate and the Committee on Agriculture 20 of the House of Representatives a report that includes— 21 (1) the results of the review conducted pursuant 22 to that contract; and 23 (2) recommendations for improvements to the 24 Program, including recommendations for reducing 25 VerDate Sep 11 2014 21:26 Jun 26, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1836.IS S1836 kjohnson on DSK79L0C42PROD with BILLS 4 •S 1836 IS burdens on cattle producers in complying with the 1 Program. 2 Æ VerDate Sep 11 2014 21:26 Jun 26, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S1836.IS S1836 kjohnson on DSK79L0C42PROD with BILLS
